545. Withdraw Canadian Citizenship from Canadians who endorse terror

This petition is in response to a growing concern that the Canadian government is merely paying lip service to the problem of terrorists and terrorist support/logistics in Canada.
In 1995 the then Prime Minister Jean Chretien personally intervened on behalf of a Canadian citizen, Ahmed Said Khadr who was being held in a Pakistani jail on charges relating to the bombing of the Egyptian Embassy in Islamabad. He had moved his family to Afghanistan and befriended Osama Bin Laden yet denied links to terror.
While living with Bin Laden in Afghanistan, they raised money in Canada amongst Muslims who were told they were aiding Afghan orphans. They had their sons trained in Al Qaeda camps to handle guns and explosives. They encouraged them to become martyrs for Islam, even suicide bombers. They nursed their hatred for Americans.
In 2001, in a grotesque family get together, they celebrated with "smiling, laughing" when Al Qaeda-comandeered jets slammed into the World Trade Center and other sites killing 3000 including 23 Canadians. Yet even today years after leaving Canada and five months after Ahmad was killed in a battle with Pakistani troops after being identified as an Al Qaeda founder and financier, his wife Maha finds her Canadian citizenship handy.
Incredibly, from Pakistan she is pressing Ottawa to issue her and her children new passports so they can roam the world armed with their extremist views. One son, Abdul Karim was paralyzed in the battle in Pakistan that killed his father; another, Abdullah, is in hiding in Pakistan; and a third, Omar is in the American detention centre in Cuba as an "enemy combatant" for killing a U.S. Army medic with a grenade. A Daughter, Zaynab, is with the mother.
"We are an Al Qaeda family", a fourth son, Abdurahman, flatly told the Canadian Broadcasting Corp.
He admitted to the Toronto Star he had been "lying to everyone up until this point" about his role in the saga. Upon his release from detention in Cuba, Abdurahman was flown to europe and released. He made his way to Pakistan where he contacted his Canadian relatives. They made an appeal to the Canadian government and once again a Canadian Prime Minister (this time Paul Martin) intervened and made a public statement that if Abdurahman made his way to a Canadian consulate, he would be "welcome" to return to Canada.
These repeated interventions by the Canadian government to help known terrorists holding Canadian citizenship is damaging the credibility of Canada as a nation that can be counted on in the war on terror. In addition these actions are needlessly advertising Canada has a gullible weak link to be exploited by terrorist groups wishing to operate unhindered here.
Thirdly it increases the risk to public safety and implants doubt in the minds of Canadians that the Canadian government is taking a proactive approach to preventing future terrorist attacks on Canadian soil.

547. No Respect, No Relationship 
PETITION TO THE HONOURABLE THE SPEAKER AND MEMBERS OF THE HOUSE OF REPRESENTATIVES ASSEMBLED IN PARLIAMENT:
This petition of certain citizens of Australia condemns the Howard Government for refusing to run the anti-violence campaign "No Respect No Relationship" that was designed to educate young people that violence in relationships is wrong and must be stopped.
Your petitioners ask the House to ensure that the Government releases the campaign material that was developed over the last 2 years at a cost of millions of dollars to taxpayers so that it can be used by others in
the community to send a strong message to young people.
Public money paid for the development and production of this campaign and we urge the House to demand its release for public use.
548. Rainwater Tank installation Rebate 
For the last few years drought conditions have been experienced in division 4 of the nanango Shire. A pipeline has been constructed, with the assistance of a generous grant from the Federal government, to construct a pipeline between Tarong energy's feeder line the town's catchment area at Boobir Dam. While this is much appreciated, the increasing impost placed upon those residents connected to the reticulated town water supply is stilla financial burden to many, and there is a general desitre to minimise the need to draw from this resource.
Recent heavy rains have been very welcome, especially as water restrictions are still in place. However, it is a tragic loss of a valuable and irreplaceable resource to see thousands of litres of this precious rain water being lost from roofs and down gutters.
Brisbane City Council and many other forward thinking administrations across this county have implemented cash rebate schemes, thus assisting residents to install rain water tanks, as outlined in the attached document,which has been gleaned from various civil and state government information sheets.

550. Council Tax Costs across Berkshire 
I like many people am passionate when it comes to Government fees and cost. Council Tax mainly. I want to raise a petition for everyone who lives under the RG postcode. If, like news articles report, the current Council tax is due to rise by up to 18% I want to bring people together in giving our personal opinions on the alleged rise in the current rates. There is lots of press coverage across the whole United Kingdom regarding the Council Tax issue.
I do not feel that I get "value for money" when it comes to Council Tax charges. I live in the RG31 (Tilehurst, Reading area) and am appalled by my current charges without even viewing the final upcoming raise to our current charges. If the Council could guarantee that ALL services that we pay for are honored, as they should then, I, for one would be less "discussed" of the charges for service. However, the only service I can honestly say I receive for my money is getting my bins emptied once a week. The Policing is poor; the streets are dirty, littered with waste and "rubbish". We have our grass verges cut three times a year if were lucky. The roads are generally in a poor condition
. I could go on.
I am asking you all, the people of Berkshire to sign this petition which will be passed on to our local government representative with a covering letter asking for their comments.
Many people in other parts of the United Kingdom are standing up for what they believe and refusing to pay the proposed increase which is due soon. We as a community NEED TO PULL TOGETHER to stand side by side with others and make sure our voices are heard before this country/county forces itself into a situation that will mirror the problems of late similar to the Poll Tax debate and make our living conditions further more difficult than they already are.
If you, as a resident of Berkshire agree or have your own personal view on Council Tax Costs then PLEASE SIGN THIS PETITION. 551. Discontinue unlawful customs and excise restrictions on EU travellers 
The stopping of people bringing goods such as tobacco and alcohol into UK from another member state of the European Union is contrary to European law but the government are refusing to comply. As a result thousands of people are having goods and vehicles unlawfully ceased at ports and airports throughout UK every year, and if any of them try to appeal against the decision customs and excise, as an act of revenge are prosecuting them even though they have broken no laws. The result of this is that many people end up paying heavy fines or even end up in prison.
552. Abolition of the TV licence in Britain 
A report calling for the abolition of the TV licence was sent to the Commission, the BBC and HM government in February 2002 but nothing has yet been done.
553. No Increase In University Fees in UK! 
The government's plans for the future of higher education in England involves, for full-time undergraduates, likely fees of £3,000 a year.
554. End Impunity: Equal Rights for All Under the Law 
In 1998, the United Nations finalized the Rome Statute for the International Criminal Court. The statute guarantees a court to deal with the most atrocious criminals on the planet: those who commit war crimes and crimes against humanity. Even recent events, such as the genocide killings in Rwanda, remind us of the importance of a standard, objective Court of Law. The International Court intends to assume jurisdiction only in countries that have ratified the treaty, and only for the most monstrous crimes. The Criminal Court is potentially the most important institution for human rights in half a century.
However, the United States of America have made it clear that they will not ratify the Rome Statute. In 2002, the United States government informed the United Nations that "the United States does not intend to become a party to the treaty." In fact, they are on a diplomatic mission to create impunity agreements for its nationals from the Criminal Court. Basically, these impunity agreements would prevent any United States national from facing the Criminal Court. It is unfair to give one nationality exemption from law which should be standard all over the world. It is neither the intention of the Court, nor the writers of this petition, to take away power or basic rights from United States citizens. Simply, the court was formed to provide equality under the law and this is impossible with the existence of impunity agreements.
555. Elder Abuse by "The System" 
At present - "The System" is forcibly taking people who have made provisions for themselves into "custody". When this happens, the person becomes a "ward of the state", thereby losing ALL their assets, monies, property, home, and even RIGHTS ! This then means since the person is a ward of the state, that the state can collect Federal Grant monies for their care, assume their assets and dispose of that person where and how they please! Categorically, this is done, NOT always in the Best Interest of the person, but in the BEST FINANCIAL GAIN of the State and local municipalities.
The spirit of this petition is to ensure that if you create the above documents, Your Wishes will be Honored and You and Your Family will be treated and respected as you made provisions for and not allow the government the ability to "rubber stamp" you into "the system" as it is now doing. 556. Centerlink Disgrace! 
What kind of a government pays it's unemployed more to stay home than it does students to further themselves? Why the Federal Government of course! If you are a current, past or even future student considering tertiary education and you too feel that it is insulting that the Government is paying Dole-bludgers more than students, please fill in the petition.

557. Release the Kidnapped Panchen Lama of Tibet (Gedun Choekyi Nyima) 
The 11th Panchen Lama of Tibet (Gedun Choekyi Nyima) was born on April 25, 1989. In May 1995 Gedun Choekyi Nyima was 6 years old when he and his parents were kidnapped from their home in Tibet by the Chinese government. Widely known as the World's Youngest Political Prisoner, he has been missing for almost 9 years.
In Tibet, Panchen Lama is a title like Vice-President or Prime Minister. Panchen means Great Scholar and Lama means Religious Teacher.
This missing boy will grow up to be a great leader if released and allowed to pursue his religious studies in freedom.

558. Investigation into Workers' Compensation Boards in Canada 
We the people of Canada respectfully request the Government of Canada to begin an investigation into all Workers' Compensation Boards in Canada in order to stop the suffering and persecution of hundreds of thousands of workers who have been injured on the job.
559. Recreation Programs for Palisade 
Palisade Town Government has denied the Palisade residents a recreation program. This year will be the second year in a row. Our children as well as our adult residents need to have a recreation program, our town is small and there is little to do to keep our children occupied. The citizens of Palisade need to speek up and get a Recreation program going in Palisade.
560. Free Pneumococcal Immunisation 
This petition is to get free immunisation for all Australian babies. This disease is life-threatening and children under 2 years of age are at greater risk. This air born bacterial virus has devastating effects, which, include disablement of vision, hearing and developmental delays. Also through Septicaemia they can lose fingers and toes. The vaccine is too expensive for most people in this country - costing at least $144.45 per shot and babies need 3 shots.
My beautiful granddaughter Isabella spent 3 months in Hospital and we are very lucky to have her. She suffered through 9 brain operations and two shunt operations, luckily the second one worked. She is visually impaired and has developmental delays and it all could have been prevented if she had had the vaccine. The whole family network suffers and the ongoing care will continue for years to come. So, please sign my petition and I pray that the Federal Government will listen and provide the vaccine for free. Thank you.
561. Citizens' control over residential Zoning 
Residential and commercial building has been plagued with a problem. Corporations and the government are not consulting with the residents and citizens before building such things as Nuclear Power Plants, raw Sewage plants, and highways righ on the front door of our homes. This petition is for the approval of a law that would make it possible to allow the local residents of whatever is being built vote and give feedback to the building comittee on how they feel about the specific building.
562. Ban Live Animal Exports from New Zealand 
This is a petition created to urge the New Zealand government to ban live animal exports.
In light of the disaster that befell 57,000 Australian sheep aboard the Cormo Express earlier this year, this trade has got to stop.
The Green Party and myself have put together this petition to present to Parliament. We want as many signatures as possible from people all over the world.

563. Campaign for free prescriptions for asthmatics 
Despite an email to Stephen Atkinson asking if/what the Government were going to do about providing free prescriptions for asthmatics (as they already do for a number of groups with life threatening illnesses), all I got in reply was a standard "You can buy a Pre-payment Certificate or apply for help with an HC11 form", neither of which are an option for a lot of people, often on low incomes, but earning too much to receive free prescriptions.
As can be seen from the figures provided by the Asthma Organisation, people are dying every day from asthma but still the Government does not seem to think this disease a priority.
Many people do not use their inhalers simply because of the cost, thus increasing the risk of hospitalisation. Though there are thousands of people suffering from this disease, surely the Government will save thousands of pounds of NHS money by preventing the attacks that lead to hospitalisation.
To help in opening the Government's eyes, please sign this petition.

564. Save Rosia Montana 
Rosia Montana, a community in Romania, needs the support of Canadians. Gabriel Resources of Toronto plans to develop Europe's largest open-cast mine in the Rosia Montana area of Romania. This gold mining project is illegal and immoral and has met with strong resistance because it will force people to leave their homes without their consent, irreversibly destroy a beautiful 1600 hectare area, and threaten the environment with a vast cyanide lake. Yet, Canadian money is keeping the project alive.
The petition below expresses solidarity with the Save Rosia Montana Campaign. The signatures will be presented to the people of Rosia Montana on Oct. 11, 2003 during a ceremony in the village when supporters complete a solidarity march of 130 km. The petition will also be forwarded to the Canadian government, to say that Canadians do not want to be associated with this type of development abroad and to demand that the government withdraw support of this project.

The Liberation Tigers of Tamil Eelam, or LTTE, is not a " terrorist" organization, but rather an armed force in a war against the government of Sri Lanka. Characterization of the LTTE as a "Terrorist" organization is politically motivated, having no basis in law or fact.
There is a war in Sri Lanka. The LTTE are organized militarily, with a military commander and military chain of command. The LTTE uses traditional, modern military weaponry in its combat against the military forces of the government of Sri Lanka. The LTTE uses a variety of military tactics, including open warfare, raids or guerrilla warfare. The government armed forces use similar military means against the armed forces of the LTTE. Most armies in the past 200 years have utilized essentially the same tactics. The war in Sri Lanka may be characterized as a civil war or war of national liberation in the exercise of the right to self-determination. A civil war exists if there is armed conflict inside one country between government armed forces and at least one other force having an identifiable command and having sufficient control over territory to carry out "sustained" and "concerted" military action and the practical capacity to fulfill humanitarian law obligations. The LTTE has clearly met this test for more than 10 years.
A war of national liberation exists if armed conflict exists between the armed forces of a government against the armed forces of a people that has the right to self-determination. The war in Sri Lanka is a war of national liberation because Tamil people have the right to self-determination. This is because the Tamil people, the original inhabitants of the north and east of the island of Ceylon, had their own state complete and separate from the Sinhala state prior to colonization by the British. The Tamil people, primarily Hindu, and secondarily Christian and Muslim, speak their own language and have their own traditions and customs. The Sinhala people are primarily Buddhist, and secondarily Christian and their traditions and customs reflect that heritage.
With the forced unitary rule, first as a result of colonization and then under the post-colonial Sinhala majority rule, the Tamil people were increasingly threatened. In the late 1970s, after nearly 30 years of attempted peaceful resolution to profound differences, the Tamil people began forming armed defense forces. At present, Tamil forces are consolidated in the LTTE, which continues to defend Tamil areas in a war against the Sinhala government's armed forces, "home guards" and other armed entities.
If the war in Sri Lanka is a civil war, outside states are required to be neutral- a civil war is by definition an internal affair of a state. This is known as the duty of neutrality. If the war is a war of national liberation, outside states are required to support the side with the self-determination claim- the Tamil side. This is because of the jus cogens nature of the right to self-determination. This does not mean another state must provide direct aid to the Tamil armed force. However, the other states must not engage in any activity with the Sinhala government that in any way undermines the realization of self-determination by the Tamil people.
Both parties to the armed conflict on Ceylon violate the rules of armed conflict or humanitarian law. However, the mere fact that one side or the other violates humanitarian law norms does not deny either the rights or duties of combatant forces. Accordingly, the LTTE may not be called a "terrorist" organization because in the course of the armed conflict, some of its soldiers have violated the rules of armed conflict. In the same light the government cannot be called a "terrorist " state because some of its military operations have violated armed conflict rules. Neither side, of course can be considered to violate humanitarian law for carrying out military actions.
I have noted "condemnation" of the LTTE by the government and others for carrying out military operations not prohibited in humanitarian law. For example, the LTTE shot down number of airplanes and sank a number of ships of the Sri Lankan forces. These are not violations of humanitarian law and therefore are not "terrorist".
I do note, however, the rampant disregard of humanitarian rules by government forces in military operations against hospitals, schools, market places, churches and locations with historical and cultural significance to the Tamil people. I also note the difficulty in establishing the culpable party (ies) in situations where the LTTE has been accused by the government of killing civilians. This is not to say the LTTE has not resorted to killing civilians. However, the fact that the government accuses the LTTE does not mean the LTTE actually carried out the acts in question. The government's rejection of impartial, international fact-finding makes ascertaining the truth ever more difficult.
The international Court of Justice decided that all states have an obligation under Article 1 common to the Geneva Conventions to "ensure respect" for the Geneva Conventions even when not directly or indirectly involved in a conflict. From my point of view, this requirement mandates at least that the international community insist that the government of Sri Lanka allow both humanitarian reliefs to all victims of the conflict and international, impartial fact-finding to take place

566. Child Discipline

Our pastor has been arrested along with members of our church for upholding the word of God. Proverbs 13:24, 24:13-14 specifically command Christians to discipline our children in ways that they will learn the differences between right and wrong. Because of the proposed government (worldly) ways of disciplining our children, we feel that our society has deteriorated. This is because our government has decided that we no longer need God in government!
567. Make Federal Judges Accountable

The form of government we have enjoyed is based on three houses of government co-equal in power. It is the duty of each branch to hold the others accountable. We currently have a situation in which the Federal judicial system is unaccountable, as witnessed by the "pledge of allegiance ruling, and the removal of Alabama's monument. This is clearly unacceptable to the majority of Americans. We are asking our elected representatives in congress to propose legislation to limit the scope of rule or at least make it subject to review by elected officials in order to restore balance to the system.
Please help us return our government to a "common sense approach".
This petition is for Canadians who want to see our country switch to clean engery sources. So that we will not use sources that pollute or destroy our natural resources.

569. Generic medicine & prescriptions 
The Australia Federal Government is at long last responding to the anomaly surrounding generic drugs. At present nearly 70 of the nearly 600 Pharmaceutical drugs have identical cheaper alternatives. Some patients pay $21.50 more for the commonly used drugs per item. But even though the generic drugs are not only cheaper, but clinicly as effective and safe as the original brand the Fed.Gov. refuses to remove a doctor's right to prescribe a drug by its brand name rather than its generic name.
Instead the Federal Government is spending $27 million of taxpayers money to make peolpe aware that there are alternatives available.
It's reasonable to ask why the Governmnet does not save our money by insisting that drugs are prescribed only by their generic names.
The side effects of the present system are that the drug companies and the doctors, by being offered incentives, are the winners.
570. 50/50 Parenting Time 
It is a well known fact that in the Canadian court system fathers are not treated equally. In a country such as Canada where equal rights are highly valued, this outdated practice has to be stopped. One parent should not suffer nor should one group benifit because of gender. The courts are overburdened and "friend of the court" isn't really a friend to anyone. It takes two parents to bring a child into the world and together 50/50 they should raise them.
Money should not be the issue the child should be. Let's be realistic here and put an end to father+rights=oxymoron. Please if you agree with this spread the word so that we can put an end to this unfair bias.
