There is to be a change in the childcare sector in 2014 changing the current childcare ratios from 5:1 to be 4:1.

What this means is that there will be increases in family daycare fees by at least 25-30% and it is estimated by at least 70% per hour in preschool and long daycare centres.

4. Don't sell Calliope High School Land

The Petition of the electors of the Division of Gladstone draws to the attention of the House:

That the State Government of Queensland is selling a parcel of land that has been put aside as the proposed site for a High School in Calliope, 55 Don Cameron Drive, Lot 126, CTN 1493, Parish STOWE, an area of 14.7 Hectares, Zoned COMMUNITY USE.

This is the only remaining parcel of land in the area left for a proposed high school as the Labour Government in 2008 sold the other proposed site.

It would have adverse affects on our community and our future generations to sell this parcel of land for residential development, particularly with the forecast population growth of this area over the next few years, the lack of other available parcels of land and the hours our local children spend each day on a bus to get to school.

5. Prevent Spying on New Zealand Citizens

This petition is against the legislation John Key is attempting to put in place which will allow the government intelligence agencies the right to monitor and spy on New Zealand citizens.

It is already clear that the New Zealand Intelligence agencies have already been misusing such positions and already engaged in illegally spying on it's citizens without justification. This is a serious threat which is treading on our rights as New Zealanders.

Imagine a government that monitors and tracks law abiding citizens. Accesses personal information and uses such information for profiling.

We are looking at a threat similar to that of the United States Patriot Act which also treads on your liberal right of freedom of speech. Throughout history we have seen governments and leaders misuse such a power and the people have become the victims of their tyrannical governments or leaders.

6. URGE EPA TO REMOVE D-LIMONENE FROM PET PRODUCTS!!

D-LIMONENE IS A DANGEROUS CHEMICAL TO OUR COMPANION PETS.

Dogs experiencing epidermal necrosis associated with d-limoene are usually in pain and systemically ill. Anemia and liver and kidney damage may also occur. Supportive care is usually essential until the condition resolves. Severe forms of this condition are similar in severity to what is seen in third degree burn victims, with extensive skin damage resulting in skin sloughing, depression, shock, coma and often death. See Kirk's Current Veterinary Therapy XIII 1999. pp.556; Muller and Kirk's Small Animal Dermatology 1995; pp.590; In studies & cases from Journal of Venterinary Medicine, AVMA, EPA, NIH, CDC, WHO, NLM, TOXNET, PUBMED -- D-limonene's health effects on dogs and cats have documented to cause eye, skin and lung irritation in varying degrees, also exhibited hypothermia, tremors, paralysis, central nervous system effects, respiratory effects, behavioral changes, ataxia, agitation, seizures, liver & kidney failure, septicemia and other life threatening skin disorders. This chemical is being used to satisfy the "natural" marketing ploy for pet manufacturers. "Natural" does not mean harmless. Its benefits do not outweigh the harm it can do. People love their animals and they need to be made aware of this potentially life threatening chemical before another pet becomes so ill or dies.

Dog and cat owners deserve to know this type of knowledge. I experienced it first hand with my dog Ginger what illeffects d-limonene can cause. Even I as a doting pet owner never knew of this problematic chemical.

My dog Ginger cannot tell how much she suffered or her fear of almost dying, so I will.

8. Free Detained Liberian Journalist Darlington Pelenah

The Liberia National Police (LNP), acting on behalf of the Government of Liberia, arrested journalist Darlington C. Pelenah on July 29, 2012 and charged him, along with Benjamin Bokie Gbar and William Randolph, with the crimes of criminal conspiracy and armed robbery.

The three were charged based on a complaint by an alleged victim Weeks Thomas that he and two others were held at gun point by the defendants and robbed of US$17,000.00. Weeks Thomas reported that one of his boys, Edwin Thomas was shot in the head by journalist Pelenah on the night of the alleged armed robbery.

Journalist Pelenah and the others were subsequently indicted by a grand jury on 12 counts and have been in detention at the Monrovia Central Prison since their arrest in July 2012.

Since the arrest and detention of journalist Pelenah and co-defendants, their trial has been suspended and postponed several times on flimsy excuses. Many people, including media practitioners, the defendants, and family members believe the repeated suspension and postponement of the trial is a deliberate violation of the right of the defendants to a fair and speedy trial in keeping with due process of law.

The action by the state puts the lives of journalist Pelenah and co-defendants at risk, as armed robbery is a capital office punishable by life imprisonment or death based on its degree.

Journalist Pelenah, Benjamin Bokie Gbar, and William Randolph are now in prolonged detention, crying out for freedom and justice.

Every single document and statement that the police and prosecution have issued so far in relation to the case lacks consistency, relevance and reliability. None of the defendants was arrested on the alleged crime scene. There are no forensic reports or on-the-scene photographs linking the defendants to the commission of the crimes for which they’ve been charged.

Accounts by the alleged victims, which formed the basis for the charges brought against journalist Pelenah and co-defendants, have also been grossly inconsistent.

Since journalist Pelenah’s arrest in July, 2012, the Government of Liberia has had many opportunities to prove its case beyond every reasonable doubt but have failed miserably. The government has employed every known legal trick to delay his trial, ranging from unexplainable postponement and suspension to disbandment of trial jury. By so doing, the Government of Liberia continues to deny him the right to a fair and speedy trial in keeping with due process of law.

Journalist Pelenah and co-defendants have all denied the charges and pleaded not guilty to the alleged crime. And, from all indications, the Government of Liberia does not have a case against and will go to great length to apply every known legal trick to delay their trial and keep them in detention for the rest of their lives.

As the government continues to fail to prove its case beyond all reasonable doubt, we request the unconditional release of journalist Pelenah and co-defendants.

9. ABOLISH THE NEW COUNCIL TAX REDUCTION SCHEME THAT AFFECTS PEOPLE ON A LOW INCOME

New Council Tax Reduction scheme - starting 1 April 2013

As a result of government changes, the existing council tax benefit scheme will end and be replaced with a new scheme from 1 April 2013. The new scheme is called Council Tax Reduction and will be a local scheme decided by Salford City Council. Council Tax Reduction is an amount of money deducted from your bill, meaning you pay less towards your council tax. The scheme was agreed at a meeting of the full council on 16 January 2013.

The government will give us a sum of money each year towards the funding of the scheme. As a result of a reduction in the government funding, we will now get less than before.

Who will be affected by the new Council Tax Reduction scheme?

Working age people who currently receive council tax benefit will need to pay more council tax from 1 April 2013 onwards. People who have not had to pay any council tax before will now have to start paying some of it. Council tax payers who are experiencing extreme financial hardship will be able to apply for some discretionary assistance.

These changes will not affect pensioners, who will be eligible for the same level of Council Tax Reduction if their circumstances stay the same. There may be some changes however, when the government introduces Universal Credit (scheduled for autumn 2013). The single person discount for households where there is only one adult is also unchanged.

Below we have listed the key changes. Council tax bills giving details of what every household will have to pay and Council Tax Reduction notification letters will be issued during March 2013.

The key changes for working age customers from 1 April 2013 are as follows:

1. Everyone who receives Council Tax Reduction will be asked to pay at least 8.5% of their council tax bill. Currently people can claim up to 100% council tax benefit but from 1 April 2013 this will change. Working age people will no longer be able to claim 100% Council Tax Reduction, they will need to pay at least 8.5% of their council tax bill.

2. Second adult rebate will no longer be available unless people currently qualify for 100% second adult rebate entitlement (the student only element). Second adult rebate is a form of council tax benefit that can currently be paid instead of the main type of council tax benefit. People may be able to claim second adult rebate if they have to pay council tax and they live with someone else, other than their partner/civil partner, for example a grown up son or daughter. The other person must be 18 or over, not paying rent, not responsible to pay council tax, and have income below a certain amount. From April 2013, people will no longer get second adult rebate unless they have student only entitlement.

3. Council Tax Reduction will not be paid where it would be is less than £1.00 a week. Some people currently receive very small weekly contributions to help them pay their council tax. Under this change, nothing would be paid to anyone who qualifies for less than £1.00 per week Council Tax Reduction.

4. We would increase the ‘taper' applied to calculate Council Tax Reduction for people of a working age from 20% to 25%. This means that for every additional £1.00 income a household receives above a set amount, they would need to pay an additional five pence towards their council tax bill from April 2013.

5. If a non-dependent deduction is made, this will increase by 50 pence per week (unless government legislation states a higher increase). A deduction is currently made from weekly council tax benefit entitlements for certain adults aged 18 or over living in the claimant's home. Under this change the Council Tax Reduction you receive will go down by at least an additional 50 pence per week for these non-dependants living in the claimant's home.

6. Backdated Council Tax Reduction will not be allowed. Currently where an applicant can demonstrate there was a good reason for making a late claim, their claim could be backdated. This is changing, and from 1 April 2013, no backdated awards will be allowed. Claims would only be paid from the date of receipt of the claim (salford.gov.uk)

11. Limit Number of Terms that Members of Senate and House of Representatives can Serve

12. LETA RONGAI KENYA

Ongata Rongai, also locally known as Rongai or simply Rongaa, is a settlement in Kenya's Rift Valley Province within Kajiado county. It is a fast developing residential urban aggregation in the outskirts of Nairobi with a currently estimated population of 66,042 and 147,000.

Rongai is noticeable for its serious lack of infrastructure, lighting and social amenities compared to the population it holds. As a matter of fact, it is one of the few fast growing urban centres in the world without a municipal authority. The number of people moving to Rongai keeps going up but the infrastructure stays the same. Traffic pile ups last 3-5 hours every morning and evening and the situation worsens by the day.

This area is home to a number of reputable institutions such as the Africa Nazarene University, Laiser-Hill school, Adventist University of Africa, and Maxwell Adventist Academy. Several bank branches and numerous ATM’s are also found in the area as well as top supermarket chains. Major hospitals found in ROngai include nairobi women’s hospital, ongata rongai clinic, mariakani cottage hospital, Meridian Medical Centre - Ongata Rongai, Aga Khan University Hospital.

13. Increasing political representation in Australia

Australian people, in some comparisons with other developed, democratic nations, are underrepresented in the House of Representatives.

For a population exceeding 23 million, there are only 150 seats in that chamber of Parliament. On average there is a representative for every 153,000 people. New Zealand has a single chamber in its Parliament of 120 members; for a population one-fifth that of ours, it has only 20% fewer seats and 20% fewer representatives of its people, but this works out as one representative per 37,500.

Canada has a population greater than our own (45% greater) and its lower house, its House of Commons, has a representative total of 308 seats, more than double our own lower house (one representative per 117,000). The United Kingdom has a population of 63 million, almost three times our own, but its House of Commons has over four times the number of ours (650). This equates to one representative per 97,000 people. The Netherlands has a population around 20% smaller than ours, but the same number of representatives in its lower house (111,000 represented by one person).

The number of members in Australia’s House of Representatives has been adjusted over time to account for population increase, but the last time this was done was almost 15 years ago, the population was almost 19 million. Since then, there are only two additional representatives, but 4 million additional people to represent. Rather than increase the number gradually every decade, the number should be increased to 225 to allow for future population changes.

15. Mandatory Outside Video Surveillance at Service Stations Nationwide

Greggory Savelio, a senior at Westwood College, was on his way to work on August 22nd 2009 at approximately 5:30 pm when he stopped to pump gas in Dekalb County at the Chevron gas station located at 2450 Candler Road, Decatur, Georgia. A man approached Gregg in a robbery attempt and he was shot and killed. The gas station did not have any outside surveillance cameras so the perpetrator was able to flee the scene. The killer later committed the same act with another innocent victim at a different gas station, but was eventually caught because this location did have outside surveillance cameras on property.

The Chevron did not have outside video surveillance at the pumps where Gregg was robbed and shot, and we believe if there had been a camera in place this would have helped find Gregg’s killers immediately, and possibly even deterred Gregg’s killers from targeting him. One of Gregg’s killers was apprehended but unfortunately, due to the fact that he was not apprehended immediately he was able to flee and commit another robbery and murder another man less than a month later in Richmond County Georgia.

Gregg’s murder was committed in broad daylight and had there been outside surveillance (of quality nature) Gregg’s killers would have likely been identified and arrested immediately.

Noticeable outside video surveillance at gas pumps would deter criminals from targeting patrons, and in the event a crime is committed, the surveillance would help the investigation in apprehending the criminal(s).

16. The Federal Recycleable Bottles and Cans Debt Reduction Act of 2013

As the National Debt continues to rise, we are concerned that intiatives to slow or prevent the continued growth of the debt are not being put into force. The National Debt will NEVER stop increasing until measures take place that bring in more federal dollars to offset the growing National Debt.

While increasing debt payment dollars is essentally putting a band aid on a more serious problem of over spending or operating above the Federal Budget, we feel that steps need to be taken to slow the steady increase of the debt, which increase the Federal Government operating income to a point that the debt clock slows, stops or even starts to decline. The Federal Deficit will NEVER-EVER be paid down until the amount of Federal Income dollars exceeds the amount of Federal Dollars being spent to operate our government.

This is a perplexing delemna because no one wants to have to spend more money to live at their present income levels. However, we are recommending to Congress an agenda that takes into consideration ALL consumption demands that United States citizens place on our environmental waste disposal to establish a fair, reasonable and continious growth increase to incoming Federal dollars to help offset the costs associated with running our government; Thus slowing the growth of the Federal Deficit and increasing our Federal Governments future revenue dollars. We are recommending to Congress the Recycleable Bottles and Cans Debt Reduction Act of 2013. This act asks for the addition of a FEDERAL $.10 non-refundable deposit on ALL aluminum cans and plastic bottles consumed in the United States of America. The plan includes a $.10 non-refundable increase to the following recycleable and non-recycleable items which is collected at customer checkout or ;point of sale locations and submitted on a monthly basis to the federal govenment. The containers that recieve the non-refundable Federal deposit include:

Aluminum Cans ($.10 Each Can All sizes)
Plastic Soda Bottles ($.10 Each Bottle All Sizes)
Plastic Water Bottles ($.10 Each Bottle All Sizes)

We know that this increase to peoples current cost of living will be somewhat uncomfortable, however, our country consumes a tremendous amount of soda, alcoholic beverages and bottled water containers that end up in land fills every single day! These waste facilities must handle our growing waste disposal needs on a daily basis. This federal Government income producing measure may also have positive effects that stimulate the reduction of over consumption of alcholic, sugered sodas and unnecessary bottled water. Lowered consumption of alcholic beverages and sugered sodas offer future health dollar savings potential over the long term for present undiagnosed diabetic patients, as well as, health concerns for people who over consume alcholic beverages and undiagnosed diseases effecting the liver and kindeys. The increase expenditure to bottled water may decrease the number of bottled water containers consumed in the United States. These non-recycleable bottled water containers presently show up in dumpsters, land fills, and garbage cans across America at an alarning rate. We feel that this measure may reduce the consumption of unnecessary bottled water and prompt citizens to use water in their homes for drinking and cooking purposes.

We hope the the present infrastructure of the United States Federal Governement will be able to handle the management of this increase to Federal revenues measure with as little leakage as possible.

We hope you will join us in supporting The Recycleable Bottles and Cans Debt Reduction Act of 2013 and recommending it to Congress to help us slow the growth of our National Debt so that our future youth of America do not face an overwheling, burden in the future. Please let your voice be heard by signing our petition.

Thank You!

18. The Government Must Answer Questions in Parliament

Question Time is one of the most important pinnacles of our Parliamentary system and it is especially visible and transparent now to all Australians through its live broadcasts.

It is the only time that the Government is publicly held to account for their decisions and running of their departments. As citizens we are able to observe and critique the responses of our elected representatives and be informed in areas of importance to us all.

Sadly this is not happening as it should as "answers" are increasingly evaded and sarcasm is substituted.

It is becoming increasingly of concern that the Government, especially Ms Gillard and Mr Swan are basically refusing to answer direct questions with answers that are relevant and actually respond to the question answered. Many comments are just outright insults and this type of behaviour in normal business life would be very unacceptable.

Whilst we understand that QT can be robust and lively, it should also be noted that Australians want more mature and responsible behaviour from our heads of Government. Question Time is not a Game. Question Time is a valuable tool of democracy and it is very shameful to see that it is being misused so intentionally.

Politicians should operate at the very highest level of duty of care to its citizens at all times And they are clearly not doing so.

20. Bulk Billing/Subsidised Dental Care in Australia

Have you ever dreaded the thought of going to the dentist because of the costs involved? I have and I am at the moment. The pain that Australians go through because they cannot afford dental care is not acceptable, we are not a 3rd world country. We deserve better treatment than this. I tired of the excuses made as to why dental care at the very least could be subsidized and more rightly bulk billed.

Lack of Dental care can result in poor diet and health as a result of not being able to eat properly and the stigmatization of having missing teeth... that you simply don't care about appearances. When in actual fact, you can't afford the thousands of dollars it takes to fix such problems. Being stigmatized also results in poor self esteem and depression. I have seen it time and time again. Australian's deserve better than this. Waiting lists for dental hospitals are in the years, so are we suppose to suffer all that time? Not good enough!

So I am appealing to the Australian Government, The Opposition and Dental Practitioners to do something constructive with this situation... It's not good enough to take away a Dental plan for people with Mental health problems and not have something set up immediately following it's ending. Dental care is the right of every Australian, not just the ones with the money to pay for private insurance and for people who can pay outright.

21. Take the focus off of standardized tests in schools, and replace it with real world education

Don't you think it's unfair that our graduating from High School depends on one stupid test? Ask any teacher at your school or the teachers union, and they will agree.

Did you know that President Obama is attempting to change our education system and add even more required and mandatory tests to graduate school? Out of 28 developing countries, American students rank 20th in graduation rates. We as students, and the future leaders of this country need a change in our education system. I have written a petition on the White House website asking the Obama administration and White House staff to review our current education system.

I believe that we the students shouldn't be taught based on our standardized tests, but on how to succeed in the adult world, and know how to be prepared for our futures after school. We need to teach our children while growing up, the important things in life that they will need to know. The key to solving the rest of America's problems, lies in our education. This petition needs 25,000 signatures to be reviewed by White House staff if it reaches 25,000 by February 9th 2013.

Thank you for your time, and spreading the word about this petition would be very much appreciated!

22. No Congressional Pay Raise

Congressional pay rates were increased on December 28th, 2012, when President Barack Obama signed an executive order removing the freeze on federal pay.

Members of the US House of Representatives, members of the United States Senate, Vice President Joe Biden, the Speaker of the House of Representatives, the Senate Majority Leader, and countless others will receive pay increases in March of 2013. Pay increases on Federal workers will rise between 0.5% and 1.0%. This will raise Congressional salaries to $172,900.00 per year.

This year the United States Congress and the Executive Branch failed to reach a significant deficit reduction package on the current debt of more than $16 trillion dollars. Unemployment remains high, the US economy has had less growth than expected, and a downgrade of the United States credit rating are due specifically to a failure to make significant steps toward debt reduction. Further, the United States Congress has been the least productive since the 1940s, and currently has a rating of less than 20%.

At a time of peril for the United States, congressional pay should not be raised. Congressional pay should be reduced to the pay level it was in 2006, at the beginning of the recession. This would make congressional pay $165,200.00. (This amount is still more than three times what the average US citizen earns yearly.)

25. Stop government cuts to welfare and security

We are doing this petition as there are cuts that are being made and every thing is not being taken in to consideration. Our soldiers have been fighting for years in Afghanistan and yet there are being cuts made to the Defense system.

People have died for the United kingdom fighting front line! Laying off soldiers is showing them is a stab in the back!

Cuts are being made to single mothers and elderly and disabled but yet there is a £100,000 a week pay out for Abu Quatar to stay in this country because it affects his human rights. People that have lived in this country all their life and even people that have moved here and pay tax and national insurance are not being thought about. Every one is being affected by cuts but yet when there is one way to save money it isnt being done.

"Qatada's release was ordered by a special immigration court which ruled on Monday that sending him back to Jordan to face terror charges would breach his human rights. He will be allowed out between 8am and 4pm and be monitored by the police and MI5 at a cost of £100,000 a week." Daily mail Online.

Another thing is there are plenty of working people but as the cuts are going forward by the time younger people get to 65 there wont be any money for a pension, So therefore we are having to pay into a pension even though all the tax we pay should go towards a state pension. No one ever goes to rich people for extra tax when they are earning +Millions, Every one is trying to live and do their bit for them selves and their family but it looks like the middle class working people are the most affected in the current government.

28. REPEAL THE FEDERAL RESERVE ACT OF 1913

In 2012, billions of dollars were donated by We the People of the United States of America to our politicians who sought election to administer our government. But how much was spent on candidates who would actually work for our best interest and institute change?

This is a NON-POLITICAL campaign to demand that the US Congress makes the change required to rebuild America. Our elected officials are not leaders, but puppets working for their puppet master, the Federal Reserve System. A system created whereby a non-governmental, third party comprised of individuals who are not all US citizens, let alone residents, administer and control the US currency. These independent controllers of our currency were given this right by an Act of Congress 99-years ago; an Act which has been amended, modified or altered over 200 times since its inception. Who knows what powers this Act in its current state gives the Fed; the amendments are impossible to follow so one cannot get a clear and concise understanding as to what the Fed is authorized to do for We the People.

The naked and simple truth is the following: The national debt that starts with this Federal Reserve interest is what causes the shortages that make us as a nation need to constantly go over budget in order to do our governmental duties and responsibilities. Keeping ourselves as a nation tied to the Federal Reserve creates debt each and every day it exists without us doing anything.

The Federal Reserve System is a cancer that has poisoned our ability to be the America we all dream of. We were not created to sit, work and live to pay off interest to the Federal Reserve. And yet, we have now bound our children and our children’s children to paying off this interest?

We need to understand that these non-elected, third party Banksters are the controllers of our nation and therefore have become the real puppet masters of our elected officials. Again, these puppet masters are the third party banking members that comprise our current Federal Reserve System, which is an independent banking cartel.

Those bankers who control our currency are the same people who got America into this current mess called the Fiscal Cliff. In fact, they are the current team of bankers who, using the rules of their banking order, created all the recessions and depressions since 1913. And while We the People suffer, this elite group personally profits on all the ups and downs.

An Act of Congress in 1913 created this cartel called the Fed and an Act of Congress today can end it. It’s that simple. The Fed does nothing but take. It contributes nothing to our world except to divide us into two classes, the real 99% and the 1%, where we the 99% live in fear. We allow this game to go on and on. Our Congress is now talking about austerity and how to fix the Fiscal Cliff that actually the Federal Reserve System created. But our leaders’ remedies do not discuss, let alone propose, to remove the cause, the Federal Reserve. We now need to ask - Why is the Fed above us? Why are they untouchable?

Forty-nine years ago in 1963 American President JFK, in his efforts to rebuild our country, was ready to remove the Fed from controlling our currency. This was Kennedy's effort and vision for fighting the War on Poverty. His administration was issuing US Treasury notes interest free to finance the rebuilding of America.

People, understand, the currency in your pocket is a Federal Reserve note which you are entitled to turn into a US Treasury note of equal value if you ask the Treasury to give you one. So in the simplest form, why do we need the Federal Reserve note which has interest attached when we could have a US Treasury note interest free distributed by a US owned and controlled Central Bank?

It is that simple. The Fed is doing the job that the US Constitution says that the US Treasury was created and empowered to perform – to print the paper currency, manufacture the coins and distribute this currency to the public. So we need to ask ourselves, why do we need this independent, third party system called the Federal Reserve to continue to exist.

JFK was actually able to get $2 and $5 US Treasury bills into circulation before he was assassinated. But for his untimely death, the other denominations would have been put into circulation. The War on Poverty would have been financed by this US Treasury interest free currency. We would be living in a different world today if JFK’s campaign against poverty would have been allowed to run its course.

Today, the voting citizens of the United States are polarized more than any time in our nation’s history since our Civil War. We have Republicans and Democrats as well as Independents fighting over how to pay for governmental services. These services can only be paid for with the net monies after the interest debt is first paid to the Federal Reserve. This interest debt is paid each and every year plus all other costs and expenses the Federal Reserve members say they incur. They then give the government what is left over to run the country.

Now our public services, aspects of life that we ALL need to survive as a community are being reduced to nothing while the Federal Reserve collects the income tax first. We do not even question this entire procedure before this interest bill is paid. This Federal Reserve interest for some reason has never become a focal point within our Congress to solve the problem. Instead, the debt is the main focus of our elected officials, and we say it’s time to focus on the real problem, those who caused the Fiscal Cliff and the exponentially mounting debt.

We, the undersigned, choose to unite as Americans, regardless of our political affiliation, and understand we must own and control our currency as one nation in order to be truly free.

We must change the United States' banking system NOW.

29. No Tax Raise & No New Taxes

As Americans we are already paying too much in tax. Our founding fathers argued that they did not want to put a ceiling on a 10% tax rate for citizens because a future Government might have the audacity to impose such a high rate.

History supports less intrusive Government, free enterprise, and less than a 10% tax rate for all.

30. Reform Nova Scotia Power

WE, the undersigned, electors, citizens and residents of the Province of Nova Scotia, draw the attention of the Nova Scotia House of Assembly to the following:

THAT: From notes in a recent petition and various comments on news stories, we have compiled a list of changes that a majority of us would like to see with respect to Nova Scotia Power, their future development and the development of energy in Nova Scotia.

We would expect that the majority of the following items would take place within 3 months after your election as the next majority government in Nova Scotia.

After your party is elected as the next majority government of Nova Scotia, will you:

1: Immediately place a moratorium on NSP rate increases for 3 years following the currently approved increases, until the end of 2017, including FAM and DSM charges, enacting a law if necessary to do so.

2: Change the law that allows NSPI a guaranteed rate of return.

3: Change the law that allows NSPI to be a monopoly.

4: Enact a law to provide a more open and “fair on its face” process at the UARB concerning electrical utility rate decisions.

5: Immediately form a “Committee of Electrical Ratepayers” to make recommendations for possible future changes that the PEOPLE want, not what NSPI or the current government in power want. This committee would be responsible for most of the items noted below

6: Investigate the possibility of buying back or expropriating the electrical grid.

7: We believe that Nova Scotia would be much better off if power transmission and network maintenance were operated by a separate company. Its mandate would be to distribute power from all producers, whether they are based in Nova Scotia or elsewhere. Open the grid to anyone that wants to sell energy to Nova Scotians. Allow the 6 or 8 other energy providers in Nova Scotia to sell excess energy directly to other Nova Scotians, allow existing producers such as NB Power, Hydro Quebec, or anyone generating renewable electricity to sell directly to Nova Scotians.

8: Investigate the viability of an “Atlantic regional” energy provider consisting of the existing systems in Nova Scotia, Newfoundland and Labrador, New Brunswick and Prince Edward Island.

9: Revisit Demand Side Management (DSM). Remove Energy Efficiency Programs costs from power bills. There are a multitude of free websites that show consumers how to save money on their power bills. Energy rebates will be offered in the form of tax credits to low income taxpayers.

10: Work to remove ALL taxes from all power bills, including federal taxes.

11: Cancel any existing agreements I.E.: Muskrat Falls and remove the costs of renewable energy projects from NSPI ratepayers and put that cost onto NSPI shareholders. If NSPI wishes to pursue these contracts at their own expense, they are free to do so, but they will not have the ability to automatically back-charge ratepayers the cost of same.

12: Allow any municipality, I.E.: COMfit, private company or consortium with the capital and resources wishing to build, install, operate and maintain renewable energy projects, hydro/tidal, solar, wind or bio-fuel, or combination thereof, to sell directly to Nova Scotians

13: If you promise to do the above in your election speeches, and your party is elected as the government of Nova Scotia, and if you and your government do not act on the above within the first 3 months of you forming said government, will you ask the Lieutenant Governor to dissolve the House of Assembly and call a new general election so that we may elect a government that does what it promises to do?
