3. Shelter the Street Dogs of Sophia, Bulgaria
Sophia means "wisdom". I was born here and I live here. I love my city.
Over 25 years there has been a problem with street dogs.
A shelter or two existed for a while indeed but, a film made in secret by some Britons showed the world how they used to kill dogs in one of these "shelters". This is not a decision!
There are many cases when street dogs attack people and even children. Not to mention dogs as s source of infection.
I don't know who benefits of keeping this situation as it is.
I hope a letter from foreigners to the Minister of Environment and Waters and to the Mayor of the city could make a difference.
Can you, please, help us to improve our life here.

6. Shin Megami Tensei: Devil Survivor Overclocked for Europe
Shin Megami Tensei: Devil Survivor was an excellent and unusual SRPG developed by Atlus for the DS, gaining great acclaim for its orginality and accesability. But the game was never released in Europe (in part due to the DS' region-free nature).
SMT: Devil Survivor Overclocked is an enhanced and remastered version of this game for the upcoming 3DS. It now has improved graphics and character portraits, full voice acting, and an additional 8th chapter.
This game will be released in America this Summer, but yet has no European release planned. And as the 3DS is region-locked, importation is not an option.
This petition is to ask European JRPG publisher Ghostlight Games (who have previously publsihed other SMT games and will be publishing Persona 3 Portable later this year) to seriously consider publishing SMT: Devil Survivor Overclocked in Europe.

The Sikh TV will broadcast 24 hours, 7 days a week to audiences around the world from its base in the United Kingdom. Our aim is to provide spiritual and religious programmes that appeal to young and mature Sikh men and women, and inspire a Sikh way of life as inspired by the Ten Gurus. We will also be producing educational content for non-Sikhs and educational institutions.
The Sikh TV will give generations of Sikhs a platform to reach out and speak out on matters they feel strongly about. This will be a community television channel and we invite all Sikhs to get involved regardless of their age or gender.

8. Oppose the banning of herbs and supplements
I am the owner of Knoxville Reflexology Group, Inc. and have been involved with clients health and wellness since 1996. I want to inform my clients about what is going on in Europe with regard to banning herbs and supplements by April 2011.
I want them to get involved and be aware that this will eventually happen in the US as well.
9. Get 'Europe' (the band) to tour Australia
'Europe' is a Swedish hard rock band, founded in the outskirts of Stockholm in 1979. It was their third album, The Final Countdown, released in 1986, that was to give the band international success, selling over 20 million albums worldwide with songs such as The Final Countdown, Rock the Night and Carrie.
In 1989 'Europe' released tickets to an Australian tour for their forth album, Out of this World, unfortunately however, they were forced to cancel their tour but have since been quoted in interviews saying they would love to come here for an extensive tour.
Their latest album, Last Look at Eden, is fast becoming widely known and much loved on Australian shores. We would like to show Europe that Australia wants a tour!!

10. Stop the Dolphin Slaughter in Denmark
Faroe Islands - The "Taiji" of Atlantic
Each year, in these Islands, the locals kill helpless pilot whales and some other small cetaceans.
The method used is to some extent similar to the one used in Taiji, Japan to get the dolphins and small whales into shallow waters: Fishermen and others use speed boats to chase and drive the whales into a bay. This chase can take a while and then when the frightened whales arrive in low water, the slaughter starts. The water then turns red with blood and the sight of dying whales. The Faroese kill about 100 pilot whales in a day - thousands in a season.
Take action.
Never, ever, killing an other creature, another living being, with whom we share this world, has done any good, to anyone. So let's stop it.

14. Maintain Dr Lewallen as headmaster of the American School of Marrakesh
Parents, students and staff at the American School of Marrakesh, have been more than satisfied with Dr. Lewallen as the headmaster of their school for the year 2009-2010.
We believe that Dr. Lewallen has been able to improve the school as much as was possible this year with his limited powers and school budget.
The Board of the ASM is not considering to renew Dr. Lewallen's contract for the year 2010-2011. Taking into account the numerous merits of Dr. Lewallen's performance this year, we strongly oppose this decision.

Homeless dogs and cats are being killed with cruelty in the streets in the face of passersby. The government does not care about animal shelters in Moscow. Homeless dogs and cats' corpses are being buried in public places (places that are intended for walking the dogs, for example)! It can cause serious diseases.
Dog parks do not exist in some city districts,but walking the dogs anywhere else is forbidden.When people adopt a dog, they want to have a place to walk the dog without breaking the law!

After the failing of legally protecting sharks, bluefin tunas, who are considered by all to be endangered, by trade or otherwise.
Deep-sea bottom trawling is not prosecuted.
Numbers that were considered to be threatened 25 years ago, are still not protected though now endangered.
Our ocean's health is under threat by pollution but also by our use of the oceans.

17. Help Leyla Zana
Leyla Zana (born May 3, 1961), is a Kurdish female politician of Kurdish descent from Eastern Turkey, who was imprisoned for 10 years for speaking her native language of Kurdish in the Turkish Parliament after taking her parliamentary oath and for her political actions which were claimed to be against the unity of Turkey.
She was a member of pro-Kurdish Democratic Society Party for a short time. She is banned from joining any political party for five years with the Constitutional Court's decision to ban this party.
She was nominated for the Nobel Peace Prize in 1995 and in 1998 and was awarded the 1995 Sakharov Prize by the European Parliament, but was unable to collect it until her release in 2004.
She was born in May 1961, in Silvan near Diyarbakır, in the southeast of Turkey. When she was 14 years old, she was married to Mehdi Zana who was the mayor of Diyarbakır until the military coup d'état and a political prisoner after it.
In 1991 she became the first Kurdish woman to win a seat in the Turkish parliament. She created a scandal when she spoke Kurdish on the floor of the parliament after being sworn in, as speaking Kurdish in the public arena is a criminal offense in Turkey. The Kurdish language, even when spoken in private, had been illegal for decades in Turkey. Only in that year, 1991, was the Kurdish language finally legalized, though speaking Kurdish remained illegal in public spaces, as Zana was sworn in. Her remarks ended,
I swear by my honor and my dignity before the great Turkish people to protect the integrity and independence of the State, the indivisible unity of people and homeland, and the unquestionable and unconditional sovereignty of the people. I swear loyalty to the Constitution. I take this oath for the brotherhood between the Turkish people and the Kurdish people.
Only the final sentence of the oath was spoken in Kurdish: "I take this oath for the brotherhood between the Turkish people and the Kurdish people.
Although Zana's parliamentary immunity protected her, after she joined the Democracy Party, that party was banned and her immunity was stripped. In December 1994, along with four other Democracy Party MPs (Hatip Dicle, Selim Sadak and Orhan Dogan), she was arrested and charged with treason and membership in the armed Kurdistan Workers Party (PKK). The treason charges were not put before the court, and Zana denied PKK affiliation; but with the prosecution relying on witness statements allegedly obtained under torture, Zana and the others were sentenced to 15 years in prison. At her sentencing, she asserted,
This is a conspiracy. What I am defending is perfectly clear. I don’t accept any of these accusations. And, if they were true I’d assume responsibility for them, even if it cost me my life. I have defended democracy, human rights, and brotherhood between peoples. And I’ll keep doing so for as long as I live.
She was recognized as a Prisoner of conscience by Amnesty International. In 1994 she was awarded the Rafto Prize, and in 1995, was awarded the Sakharov Prize by the European parliament. She also won the Bruno Kreisky Award. In 1998 her sentence was extended because of a letter she had written that was published in a Kurdish newspaper, which allegedly expressed banned pro-separatist views. While in prison she published a book titled Writings from Prison.
With Turkey applying to become a member of the European Union, the EU repeatedly called for her release on human rights grounds, making its position clear by awarding Zana with the Sakharov Prize in 1995.
In 2001 the European Court of Human Rights ruled against Turkey after a review of her trial; although Turkey did not recognize the result, in 2003 a new harmonization law permitted retrials based on ECHR decisions. In 2002, a film named The Back of the World, directed by Spanish-Peruvian filmmaker Javier Corcuera, examined her case. In April 2004, in a trial which the defendants frequently boycotted, their convictions and sentences were reaffirmed. In June 2004, after a prosecutor requested quashing the prior verdict on a technicality, the High Court of Appeals ordered Zana and the others released.
In January 2005, the European Court of Human Rights awarded Zana and each of the other defendants 9000 € from the Turkish government, ruling Turkey had violated her rights of free expression. Zana and others announced the new political formation Democratic Society Movement (DTH). On August 17 2005, Democratic Society Party (DTP) was founded as the merger of Democratic People's Party (DEHAP) and DTH.
Recent political activities
As of 2007, Zana is active in human rights issues in Turkey and working in the new party she cofounded in 2005. One controversial idea is her proposal to reorganize Turkey into a set of federal states, one of them being Kurdistan.
In April 2008, Zana was sentenced to two years in prison by Turkish authorities for allegedly "spreading terrorist propaganda" by saying in a speech, "Kurds have three leaders, namely Massoud Barzani, Celal Talebanî and Abdullah Ocalan."[3] Massoud Barzani is the president of the Kurdistan federal region in Iraq, Celal Talabani is the ethnic Kurdish president of Iraq, and Abdullah Ocalan is the imprisoned Kurdish leader of PKK in Turkey .
In December 2008, Zana was sentenced to another 10 years in prison by the Turkish court. The court ruled that she had violated the Turkish penal code and the Turkish anti-terror law in nine different speeches. The European Union Turkey Civic Commission called on the European Union and the international community to take political action and strongly condemn Turkey for having convicted Leyla Zana to ten new years in prison. Leyla Zana released the following statement to the EUTCC:
“The case against me is a violation against freedom of thought, and represents a threat to every Kurd in Turkey. The decision of the court is just another way to repress, silence and punish the Kurds. The mentality governing this country is that problems can be resolved by anti democratic and repressive means and that unfair trial can provide political and social peace. But despite all this, our people will claim their legitimate rights, and will continue to struggle for this as long as it takes”.
On 28 July 2009, at the 4th Diyarbakir High Criminal Court, Leyla Zana was sentenced to 15 months in prison because of a speech she had made at SOAS in the University of London.
In December 2009, Turkey banned the DTP due to alleged links with the PKK and Leyla Zana as well as Ahmet Türk, Aysel Tuğluk, Nurettin Demirtaş, Selim Sadak and 30 other Kurdish politicians were banned from politics for 5 years
April 7, 2010, Turkish court sentenced Leyla Zana to 3 years in prison for supposedly spreading terrorist propaganda.

لە ساڵی ٢٠٠٢ی زایینی خاویەر کۆرکویرا، فیلم-چێکەری سپانی فیلمێکی لە ژێر ناوی گەڕانەوە لە جیهان را سازکرد و کێشەی لەیلا زانای خستە بەر لێکدانەوە. لە آوریلی ساڵی ٢٠٠٤ی زایینی لە دادگایەک دا کە تاوانباران بەشداری نەبوون، تۆمەتەکان و حوکمەکان دووپات بوونەوە. لە مانگی ژۆئەنی ساڵی ٢٠٠٤ی زایینی، پاش داوای دادوەری باڵا بۆ پێداچوونەوەی بڕیاری دادگا، حوکمی ئازاد کردنی لەیلا زانا و ئەوانیتر درا.

In 2009 Faroese Prime Minister, Kaj Leo Johannesen made a videotaped statement promising a referendum on the subject of Faroese independence, in case of 50.000 signatures. He did not specify where said signature should come from.
While we are realistic about the prospect of being granted such a referendum by the current government, we have nontheless decided to make an attempt to gather the number of signatures required.

23. Support demand for justice for Afinsa and Forum Filatélico victims
As declared by the socialist party itself in an official document circulated in the Executive Federal Commission, in May 19/2006, it was the Spanish Socialist Government through the Spanish Revenue Agency who decided to shut down two companies, Afinsa and Forum Filatélico on the 9th of may 2006, while denouncing to the Spanish Anticorruption Prosecution Office in July 2005 that both of them had been actively engaged in running fraudulent Ponzi scheme practices.
Forty three months have passed since that day and Mr. Zapatero’s Government have not done one single effort to protect the rights and fortunes of 460.000 investors and citizens of Spain and Portugal, nor has he ever accepted to meet with us to find a proper solution to the excruciating problem he and his Government has placed upon our lives, and what is much worse, no legal evidence of such terrible crimes have been found so far.
A growing concern among all 460.000 victims is that Jose Luis Rodríguez Zapatero and his administration is invading and controlling the judiciary system making all efforts to prevent justice for us to take place.
24. Voor een levensbeschouwelijk neutrale wetgeving
Voor een nieuw mensenrecht: het recht om niet onderworpen te zijn aan een wetgeving waarin in algemene bewoordingen verwezen wordt naar de regels van een bepaalde godsdienst of van een bepaalde maatschappelijke of politieke ideologie, zelfs wanneer deze regels van de grondwet, de wetten of de reglementen niet afwijken.
In de Islamitische wereld is het eerder regel dan uitzondering om in de grondwet een bepaling aan te treffen die bepaalt dat de islam de staatsgodsdienst is of dat het land een islamitische republiek of een islamitische staat is. Aldus bepalen bijvoorbeeld de grondwetten van Algerië (artikel 2), Egypte (artikel 2), Irak (artikel 2, § 1), Libië (artikel 2), Mauretanië (artikel 1), Marokko (artikel 6), Koeweit (artikel 2), Pakistan (artikel 2A), Saudi-Arabië (artikel 1), Soedan (artikel 1, dat bepaalt dat de islam de godsdienst is van de meerderheid van de bevolking) en Tunesië (artikel 1).
Bepaalde landen gaan nog een stap verder en bepalen in hun grondwet dat de Koran hun Grondwet is (Saoedi-Arabië), dat geen wet in strijd kan zijn met de regels van de Islam (Afghanistan) of dat de regels van de Islam de voorrang hebben op de regels van de Grondwet, de wetten en de reglementen (Iran).
Artikel 1 van de Fundamentele Wet van Saoedi-Arabië van 1992 bepaalt:
“Het Koninkrijk Saoedi-Arabië is een soevereine Arabisch-Islamitische staat met de Islam als godsdienst; Gods’ Boek [de Koran] en de Soenna van Zijn Profeet [de Hadith], Gods’ gebeden en vrede zijn het Hem, zijn zijn grondwet, Arabisch is zijn taal en Riyad is zijn hoofdstad/The Kingdom of Saudi Arabia is a sovereign Arab Islamic state with Islam as its religion; God's Book and the Sunnah of His Prophet, God's prayers and peace be upon him, are its constitution, Arabic is its language and Riyadh is its capital.”
Artikel 2 van de Grondwet van Koeweit luidt als volgt:
“De godsdienst van de Staat is de Islam, en de islamitische Sharia is een hoofdbron van de wetgeving/The religion of the State is Islam, and the Islamic Sharia shall be a main source of legislation.”
Artikel 3 van hoofdstuk I van de Grondwet van Afghanistan van 4 januari 2004 bepaalt:
“In Afghanistan kan geen enkele wet in strijd zijn met de geloofsregels en met de bepalingen van de heilige godsdienst van de Islam/In Afghanistan, no law can be contrary to the beliefs and provisions of the sacred religion of Islam.”
Het vierde beginsel van hoofdstuk I van de Grondwet van de Iraanse Islamitische Republiek van 24 oktober 1979 bepaalt:
« Het geheel van de burgerrechtelijke, strafrechtelijke, financiële, economische, administratieve, culturele, militaire, politieke en andere wetten en regelementen moet gesteund zijn op de islamitische voorschriften. Dit beginsel heeft de voorrang op het algemene en absolute karakter van de Grondwet en van de andere wetten en reglementen; de beoordeling van dit voorschrift komt toe aan de religieuze rechtsgeleerden van de Raad van de Wachters/L’ensemble des Lois et règlements civils, pénaux, financiers, économiques, administratifs, culturels, militaires, politiques et autres doit être basé sur les préceptes islamiques. Ce principe prime sur le caractère général et absolu de tous les principes de la Loi constitutionnelle et des autres Lois et règlements, l’appréciation de cette prescription incombe aux jurisconsultes religieux du Conseil des Gardiens. »
Artikel 2 van de Egyptische Grondwet luidt als volgt:
« De Islam is de godsdienst van de staat en Arabisch is zijn officiële taal/Islam is the religion of the state and Arabic its official language.
De Islamitische rechtspraak is de belangrijkste bron van wetgeving/Islamic jurisprudence is the principal source of legislation. »
Artikel 2, § 1, a, van de Grondwet van Irak bepaalt : « Geen wet kan worden aangenomen die met de vaststaande beginselen van de Islam in strijd is/No law can be passed that contradicts the fixed principles of Islam. »
Artikel 2A van de Grondwet van Pakistan bepaalt : « De beginselen en bepalingen uiteengezet in de Doelstellingenresolutie, opgenomen in de Bijlage, worden hierbij verheven tot een substantieel gedeelte van de Grondwet en zullen dienovereenkomstig toegepast worden/The principles and provisions set out in the Objectives Resolution reproduced in the Annex are hereby made substantive part of the Constitution and shall have effect accordingly. »
In deze Pakistaanse Doelstellingenresolutie (aangenomen door de Constituerende Vergadering van Pakistan/Constituent Assembly of Pakistan) wordt bepaald : « ... de soevereine onafhankelijke Staat Pakistan .... Alwaar de beginselen van democratie, vrijheid, gelijkheid, verdraagzaamheid en sociale rechtvaardigheid, zoals bepaald door de Islam, volledig zullen worden in acht genomen/... the sovereign independent State of Pakistan ... Wherein the principles of democracy, freedom, equality, tolerance and social justice as enunciated by Islam shall be fully observed; »
De artikelen 24 en 25 van de Verklaring van Kaïro betreffende de rechten van de mens in de Islam (Déclaration du Caire sur les droits de l’homme en Islam) van 5 augustus 1990 bepalen:
« Artikel 24/Article 24
Alle rechten en vrijheden die in deze Verklaring zijn vermeld zijn onderworpen aan de bepalingen van de Sharia/ Tous les droits et libertés énoncés dans la présente Déclaration sont soumis aux dispositions de la Charria.
Artikel 25/Article 25
De Sharia is de enige bron voor de verklaring of de interpretatie van enig artikel opgenomen in deze Verklaring/La Charria est l'unique référence pour l'explication ou l'interprétation de l'un quelconque des articles contenus dans la présente Déclaration. »
In de Sovjet-Unie overheerste aanvankelijk de mening dat een communistische staat geen burgerlijk wetboek nodig had. Nog onder Lenin kwam men tot andere inzichten. In drie maanden tijd was er een burgerlijk wetboek beschikbaar. Men had gewoon een ontwerp uit de tijd van de Tsaren van onder het stof gehaald, en daarin een aantal elementen vervangen. Het begrip “goede trouw” werd bijvoorbeeld vervangen door “de beginselen van de communistische staat” (M. Storme, M. De Theije en B. Delbecke, “Wouter Snijders: interview met de vader van het nieuwe vermogensrecht”, in T.J. Veen (ed.), Prominenten kijken om. Achttien rechtsgeleerden uit de Lage Landen over leven, werk en recht, Hilversum, Verloren, 2004, blz. 135). Aldus werd een maatschappelijke en/of politieke ideologie bron van recht.
In het Zivilgesetzbuch der Deutschen Demokratischen Republik (Burgerlijk Wetboek van de D.D.R.) trof men verwijzingen aan naar de grondregels van de socialistische moraal in verband met de geldigheid van de overeenkomsten, de uitoefening van een recht en de geldigheid van de testamenten.
Artikel (§) 68, (1), 2, van het Burgerlijk Wetboek van de D.D.R. (Zivilgesetzbuch der Deutschen Demokratischen Republik) bepaalde dat een overeenkomst nietig is wanneer ze onverenigbaar is met de basisregels van de socialistische moraal : « Ein Vertrag ist nichtig; wenn ... er mit den Grundsätzen der sozialistischen Moral unvereinbar ist. »
Artikel 15 (2) van hetzelfde D.D.R.-wetboek bepaalde dat de uitoefening van een recht ontoelaatbaar is wanneer daardoor doeleinden nagestreefd worden die stijdig zijn met de rechtsvoorschriften of met de grondregels van de socialistische moraal : « Die Ausübung eines Rechts ist unzulässig, wenn damit den Rechtsvorschriften oder den Grundsätzen der sozialistischen Moral widersprechende Ziele verfolgt werden. » Een soortgelijke bepalingen treft men aan in artikel 373, (1), van hetzelfde wetboek, betreffende de testamenten.
Het lijkt daarom aangewezen een nieuw mensenrecht af te kondigen.
Dit recht zou als volgt kunnen geformuleerd worden :
Eenieder heeft het recht om niet onderworpen te zijn aan een wetgeving waarin in algemene bewoordingen verwezen wordt naar de regels van een bepaalde godsdienst of van een bepaalde maatschappelijke of politieke ideologie, zelfs wanneer deze regels niet afwijken van de bepalingen van de grondwet, van de wetten of de van de reglementen.
Wij vragen de Belgische overheid te ijveren voor de opname van dit mensenrecht in de voor België geldende mensenrechtenverdragen en –verklaringen.

29. Luxembourg: Equal opportunity in accessing information. The right to install a satellite dish.
I am resident in Luxembourg and I live in a coproperty. Unfortunately I've had to dispute my right to information with my coproperty because I wanted to install a satellite dish. The coproperty, represented by the administrator building, has imposed me an satellite dish place that would constrain a lot of expenses and an uncorfortable living in my apartement.
In Luxembourg there are theoretical laws (27 July 1991 art. 24) that speaks about the absolute right to receive and distribute tv channels .... In practice the main law on going regulating the coproperty rules is the 028-23 may 1975. This law do not speak at of the right to information.
The coproperty rules (most of them) recall merely the national law 028-23 may 1975 so that everyone that wants to install a satellite dish can be in the situation of being completely banned, constrained to big expenses or being under big technical difficulties.
Luxembourg doesn't have any practical application of the satellite dish right as stated by european laws (art. 10 human right) or treaty (art 49 of the treaty for free exchange of goods). The actual situation is practically (not theoretically) violating the right to information and displace the access to information on costly means with annual fees. P&T TV Luxembourg, Eltrona, Coditel ... are all services that distributes less TV channels and are much more expensive than a simple satellite dish. Further they can already use preinstalled cables in the buildings.
In order to protect the right to information Luxembourg must regulate this right within co-owners by releasing a national law detailing in which way this right must be obtained stopping any abuse from building administrators or coproperty rules.
