Section 82(1): Parliament shall enact legislation to provide for—(e): the progressive registration of citizens residing outside Kenya, and the progressive realization of their right to vote.

Kenya’s newly elected Independent Electoral and Boundaries Commission board recently visited Kenya Diasporans in the USA. In the various cities they visited, the Chief Electoral Officer ( CEO ) James Oswago, repeatedly pointed out that the purpose of their trip was to pick Diaspora minds on how to move forward with the voting process for the Diaspora since the new constitution gave Kenyan citizens outside the country the right to vote. The ironic thing is that he would then be followed on the podium by chairman Isaack Hassan, who would sing a totally different song and instead of trying to pick Diaspora minds, would go right into declaring what they felt was the best way for Diaspora Kenyans to vote.
He ruled out online voting and several other methods and seemed firmly set on stating that they would recommend Diaspora Kenyans travel to vote at the Embassy and consulates in Los Angeles and New York. He also mentioned that the Embassy officials would act as voting agents. He also said diasporans would only be able to vote for the presidential race and not any other races. If implemented, this process will hinder free and fair elections by Kenyans in the Diaspora for several reasons, two main ones are mentioned below:
*In the USA, the average cost of travelling to any of the said cities, along with accommodation will be upwards of USD $500. This process will have to be done twice: For voter registration and for voting. This in essence prevents any Kenyan citizen without approximately $1000 USD to spare from voting, which means the election is NOT free. Outside the USA, there are several other large countries with large Kenyan populations that will face the same dilemma e.g. Canada, India, Australia, e.t.c.
*Ambassadors to the Kenyan Embassy and missions are political appointees. Having them serve as voting agents would be a conflict of interest and this does not promise a FAIR election process
Per the constitution:
Section 82 (2): Legislation required by clause (1) (d) shall ensure that voting
at every election is—
(a) simple;
(b) transparent; and
(c) takes into account the special needs of—
(i) persons with disabilities; and
(ii) other persons or groups with special needs.
All the above would be violated if they proposed a measure to require Kenyans to fly to the 3 states to register and vote.
When these concerns were brought up, the IEBC board then resorted to using different tools of manipulation by playing with the word “Progressive” which is used in the constitution clause. In essence, the word progressive was now being used as a weapon, as he said that the term progressive gave them the power to rule out any process they felt could not be implemented within the time frame they have.
What this means is that the Independent Electoral and Boundaries Commission can wake up tomorrow and give the minimal effort to enable diasporans to vote, and say that it will be a progressive progress, as long as at least a small bunch can vote in 2012. Their words seem to hint at them planning to do just that, hence the ridiculous suggestions that hundreds of thousands of Kenyans converge on a tiny embassy or consulate on a single day to cast a vote in an election overlooked by a political appointee.
We REJECT this attempt at manipulation of the constitution to deny us our right to freely and wilfully vote.
We demand that the Kenyan Government explore all options available to ensure the most convenient voting process is set up, preferably online voting. If online voting cannot be implemented and we have to resort to specified Diaspora polling stations, there should be a process in place to ensure that polling stations are conveniently spread out in accessible locales where Kenyan citizens living abroad can travel to vote without incurring any expenses. 5. Peaceful, transparent, credible election Zimbabwe 2012 Campaign 
My name is Ephraim Ntlamo, 18-year old Zimbabwean. I’m the founder of the Refugee VI foundation a project with a mission to create a community among young unaccompanied refugee children living in South- Africa (www.refugee6foundation.org).
I will be embarking on a walk from Cape-Town to Pretoria campaigning for a peaceful, free and fear elections 2012 in Zimbabwe. On the mission that will take us months of walking, I shall be accompanied by Mr. Kachinga Nsanile (25) a Zambian national whose wish is to see Zimbabwe hold a peaceful and credible election without bloodshed. He believe that Zimbabweans should be inspired by his country which held free and fair non violent polls this year and hope Zimbabwe will follow in the footsteps.
The Cape-Town to Pretoria walk will be dedicated to all Zimbabweans who have lost their lives, injured due to political violence that swept the nation, before, during and after the 2008 elections. We hope that with the message we shall carry along on this journey to Pretoria, the throw back to the 2008 polls that were marked by killings, horrendous injuries, electoral fraud, manipulation and selective application of the law in favour of individuals or political party shouldn’t be tolerated in 2012. Our walk therefore pledges to all Zimbabweans to be tolerant, respectful and maintain peace despite their political differences because nothing is of value as precious life.
The campaign will resume on the 18th of November 2011 (12pm) at Cape-Town stadium to 23 January 2012. We chosen the Cape-Town stadium as our start up point because the site is inspirational, some doubted the stadium would meet the deadline and host the World Cup games, yet it did therefore in our view the stadium landmark is of hope that any situation can be made possible, provided people work together as one. If so free, fair and peaceful elections are possible in Zimbabwe. We pledge to the Southern-African community to voice their message in solidarity with political reforms in Zimbabwe.
During the 1456km campaign we aim to get a million people sign the petition supporting a free and fair election 2012 that will comply with SADC facilitated election road map. Half a million of petition collected shall be delivered at the office of president Jacob Zuma, the chief mediator and facilitator for the Zimbabwe crisis. The other half a million shall be delivered at the Angolan embassy which chairs SADC’s regional politics, defense and security.
On the petition we demands the following be addressed:
We call upon all political parties in Zimbabwe to be tolerate, work towards peace and respect the rights of its citizens before, during and after the election 2012.
We call for a free, fair and peaceful election 2012, where by voters will be able to choose the leader of their choice without fear or being intimidated.
We call upon Zimbabwe’s security forces, military, police and intelligence services to stop the persistent arbitrary arrest of political activists and journalists in the work of violation of individual human rights.
We call upon President Jacob Zuma the chief mediator and facilitator of the Zimbabwean crisis together with SADC to take necessary urgent steps to ensure the political environment in Zimbabwe allows for a peaceful, transparent and credible election in 2012 and beyond.
We call upon SADC, the African Union (AU) to urgently deploy peacekeepers and monitors to keep spotlight on Zimbabwe and prevent state sponsored violence; Zimbabwe lack an independent and professional police force to maintain law and order without applying selective law that favour individuals or individual political party.
Why should be people behind us and sign the petition
Zimbabwe’s political crisis has the potential to divide the region therefore disturb regional development and bring instability to the whole region.
Because of Zimbabwe’s economic woes, Zimbabweans young and old cross the borders to neighboring countries mostly as illegal immigrants putting the concerned governments under immense budget pressure leading to budget defects.
Zimbabwe’s economic meltdown has triggered the raise in xenophobia, racism and ethnic divisions.
Because of the economic problem that Zimbabwe is currently, security departments such as the police have been resource less, giving organized crime syndicates an advantage.
Young people desperate for jobs and a better life have become an easy prey for human traffickers, a serious security problem for the entire region and making it difficulty combating the HIV/AIDS epidemic.
Zimbabwe’s problem is our problem all; therefore, there is a need that we all become part of the solution.

GNU’s 3 years of failure: we Demand an end, because we have Economic stagnation, poor service delivery, political tension and uncertainty as well as sustained massive looting of national coffers. These remain the topical issues assailing Zimbabweans as the controversial Global Political Agreement (GPA) marked three years on the 15th September 2011.
When the GPA was signed by Zanu PF’s Robert Mugabe and the two MDC Morgan Tsvangirai and Arthur Mutambara now Ncube representing the Zimbabweans have seen nothing tangible in terms of issues the scandalous coalition government was supposed to work on achieving.
Three years after the signing of the agreement, the reformation agenda has been failing to get the required impetus due to the hypocrisy, selfishness and arrogance of all the parties involved in the Government of National Unity (GNU). Much time has been spent on squabbling and fighting for positions by Mugabe, Tsvangirai and Mutambara, at the expense of working on extricating the nation from the abyss of mismanagement, looting and corruption.
Contrary to stupid, false claims by members of the GNU, the country’s economy remains subdued and affected by low productivity, liquidity crisis and the terrible effects of power cuts on the manufacturing sector. There is no substance to the claims that there has been ‘revival’ of the economy by the GNU failures. Unemployment in Zimbabwe remains at unacceptable levels of over 80% and the few that are working continuously grapple with the effects of very low incomes. Water and power problems are just the tip of the iceberg that is more aptly embodied by the long-standing malaise at Air Zimbabwe as well as other institutions at the mercy of the greedy GNU looters to prove the huge failure to improve the macro-economic fundamentals.
If anyone still believed the hullabaloo and lies about the so-called ‘national healing and reconciliation’ programme, the recurrence of political violence involving the same parties in the GNU rubbishes this charade. Recent violent clashes involving Mugabe and Tsvangira’s thugs at parliament merely exposed the reality of how Zimbabwe has remained haunted by the demon of political uncertainty and tension, which as we all know, works in favour of violent, blood-thirsty dictators.
Zimbabwe’s rural areas are still gripped by state-sponsored terrorism that makes poor peasants lose their dignity and humanity. Finally, it is only instructive that all three years down the line, the GNU charlatans still up to now waste time on ‘negotiations’, thereby showing this has been a huge failure.
GNU must come to an end and we are about to embark on a national programme of mobilizing Zimbabweans to protest peacefully in demand of an end to the circus of Mugabe, Tsvangirai, Mutambara.

13. Expand Access to Community Health Centres Now! 

Join the call for a health care solution!
Ontario’s Community Health Centres (CHCs) and Aboriginal Health Access Centres (AHACs) -- similar health centres that are focused on health and health care for Aboriginal community members -- are among the greatest success stories of our provincial health system.
CHCs and AHACs are the only primary health care model that combines team-based primary care delivered by physicians, nurses, dietitians, counselors and other providers, with health promotion and community development services.
They are also unique because they focus on the "social determinants of health", acting as leaders in tackling the root causes of illness, and working to keep individuals, families and communities healthy in the first place.
Unfortunately, only 4 percent of Ontarians currently have access to a Community Health Centre or an Aboriginal Health Access Centre. An expansion of access to CHCs and AHACs in Ontario will mean accessible, high-quality, preventive health care for more Ontarians. It will also result in healthier communities and a more effective and sustainable provincial health system for all Ontarians!
14. Naming a Brisbane Street "Neda" Voice of Iran 
The death of Neda Agha-Soltan; a 29 year old innocent woman on June 20, 2009 drew international attention after she was killed during the 2009 protests in Tehran. Currently there are many places including streets in the world named after Neda, who is referred to as the “voice of Iran”, and is the slain symbol of Iran’s freedom movement.
In line with international community, Australia has also strongly demonstrated its support for Iran’s Green Movement. On July 2, 2009 the Hon Kevin Rudd MP Australian Minister for Foreign Affairs told the parliament that Australia has been shocked at Iran’s brutal reaction to protests against the election result.
"Voters and ordinary citizens are so concerned by the election results they risk their lives to speak up for their vote.”
"They are peaceful protesters facing violent reprisals and growing arrests" he told parliament.

15. The Gillard Government should call an election immediately 
Federal politicians in Australia need to renew their mandate with the people of Australia. A hung parliament that must wed to vested minority interests is not the will of the people.
The current Government does not represent the interests of a majority of Australians and it has implemented and is implementing policies it said it would not implement.
The people should be given the opportunity to make another judgement and an election should be called.
16. Australian People Demand an Early Election 
This Labor government is dead in the water. It has lost its way… yet again. Its incompetence and arrogance has led it to be effectively at war with Australia. Its call to class warfare and attempts to divide and conquer Australians in order to enforce incompetent policies have failed.
Citizens, businesses and whole industries are now in unprecedented open revolt against its insane carbon tax, its brainless spendthrift programs and disastrous refugee policies. Labor now trashes our economy and neighbours with one bizarre political quick fix after another. Worst of all, it has no idea how to regroup and get back to governing and has no answers other than to pathologically project all its failings onto Tony Abbott. It no longer listens to it’s citizens and we no longer listen to it. It is now incapable of learning, condemned to repeat their bungling from East Timor to Malaysia, from roof insulation to TV set top boxes.
For it’s own sake and that of Australia, Labor needs to be removed from government and be allowed to disassemble and be reborn again. After all, it is not in our interest for Labor to self-destruct – we need two healthy and vibrant, competing political parties.
Iranian actor and filmmaker Ramin Parchami, who was arrested during anti-government protests on 14 February, has been sentenced to a year in prison.
The 38-year-old was arrested during protests held in solidarity with the Arab uprisings of Egypt and Tunisia in February 2011. According to Green Movement website Kaleme, until a few days ago, the actor had been held in solitary confinement in ward 209 of Evin prison under the supervision of the Intelligence Ministry. However, he is now being held in ward 350.
“There’s no precise information about Parchami’s case, but it’s been said that the reason for his arrest on 14 February was his insistence to stay in the protest. Plain-clothed agents who had spotted him in the crowd warned him a number of times to leave the demonstrations, but he ignored their words and was arrested in the end,” reported Kaleme.
According to the Committee of Human Rights Reporters, Parchami’s one year jail-term was issued by branch 13 of the Revolutionary Court of Tehran under Judge Eslami on charges of “acting against national securiting through taking part in an illegal assembly, attempting to film and disrupting public order.”
Parchami’s trial was held on Wednesday 12 April and his transfer to the court took place “under security measures” and he was seen “handcuffed, with long a beard and a not-so-appropriate appearance while accompanied by a number of policemen.”
Parchami has a master’s degree in directing and acting, and has directed and acted in a number of films and television series. He is also a former editor-in-chief of the cultural weekly Naghsh Afarinan.
The barbaric human rights violations carried out by the Iranian regime cannot be allowed to continue.

18. Directly elect Mayor of Chesterfield 
As of April 2011 various towns and cities throughout England have a directly elected mayor, i.e. one who is elected by the people in an election. These include Bedford, Leicester, Torbay, Mansfield and Middlesbrough to name but a few.
However, this is not the case in Chesterfield. The Mayor of Chesterfield is elected by the councillors, i.e. those who are elected to represent each ward. This is undemocratic, as the party with the highest number of seats (which is not necessarily the party with the most votes overall due to the technicalities of the voting system) has a disproportionate amount of power in making this important decision.
19. Green Party participation at leadership debate 
Elizabeth May has been excluded from the upcoming Federal leadership debate, largely because there is no representative in the House of Commons.
This is despite the fact that almost 1 in 10 Canadians voted for a representative of the Green Party in the last election.
With the NSW election on in just a couple of weeks, there's a real possibility that on March 26 right wing conservatives will gain power in the Upper House.
What does this mean for NSW? It means that religious zealots, against, same-sex relationships and euthanasia will be making the decisions that count; that the Shooters Party, who will move restrictions on gun controls, may hold the balance of power; or, worse still, Pauline Hanson just might gain a seat. Let us not forget some of her statements that have shocked us in the past:
"...we are in danger of being swamped by Asians"
And
“Immigration must be halted in the short-term so that our dole queues are not added to...”
This election there's only one way to Save our Upper House - if you're voting Greens, preference Labor. Or if you're voting Labor, make sure you preference the Greens.

Help Save our Upper House on March 26!
On 24 Feb 2011, the Prime Minister, Ms. Julia Gillard announced that the Government was developing a policy to place a fixed price on Carbon, acting effectively as a Carbon Tax (a fact admitted by Ms. Gillard herself).
The introduction of a Carbon Tax is in direct violation of a core election promise made by Ms. Gillard only days before the 2010 general election. Not only is the policy a direct betrayal by the Ms. Gillard upon the people of Australia, but the effect on the economy and standard of living of ordinary Australians caused by adopting such a policy without international participation is potentially disastrous. There has yet been no evidence forwarded to suggest that such a policy would have any measurable impact on global carbon emissions.
There is ample evidence of a significant negative effect on the Australian economy given the reliance on the resource sector and the need to maintain competitiveness against regional economies. The introduction of a new tax and the shifting of the basis of the economy are significant issues that should be taken to an election for a clear mandate from the Australian people.
This petition calls on Australians to implore the Independent MP's for New England and Lyne to withdraw support for the Carbon Tax and force the issue to a general election to be decided by the people of Australia.
22. Call A New Federal Election Now! 
The Gillard government was never voted in by the people of Australia. Since forming a new government they have consistently broken promises and disregarded the wishes of the public.
It is time for the people of Australia to recognise that they do have a voice and can use it to vote in a government.
23. Conduct Free, Fair & Democratic Election to Indian School BOD 
Respected Sir,
We are proud Indians as ours is the largest democracy in the world. However, it is highly regretted that the elections to the Board of Directors (Board) of Indian schools in Oman, which comes under the Indian Embassy is organised in a totally undemocratic way.
1. The Board governs the 17 Indian Schools in Oman (about 35,000 concerned parents) but contesting as well as voting rights are limited to 5,300 parents of Indian School Muscat. It cannot be called democracy if about 85 per cent of the parents from other Indian schools do not have right to contest or vote.
2. According to the bye law, only five out of the 15 members of the Board are elected, the rest are nominated. It is totally undemocratic to have only one-third of a Board to be elected by a meagre 15 per cent of Indian school parents.
3. The eligible voters will have only one vote though they have to elect five members to the Board! So 15 per cent of the parents will only have a chance to elect just one out of 15 Board members. This should be called a 1 per cent democracy and is a shame to the well respected Indian democratic values.
4. Candidates are to comply with a code of conduct prepared for the election, which is nothing but a joke. It goes on to state that:
• No candidate will speak or write to anyone against existing governance of Indian Schools or Indian schooling system.
• Candidate shall not adopt any communication with parents, either direct or indirect for canvassing.
24. The Government of Canada > NOT Harper's Government 
The order has gone out from the Prime Ministers Office that Canadian Government Departments "no" longer call our Government 'The Canadian Government'. It seems we are now governed by' The Harper Government'
This is an action you might expect to see in a third World dictatorship country, not in a free and democratic Country like Canada.
Canadians are appalled at this action and we refuse to accept this 're-branding' of OUR country for the selfish political gain of one man. We feel this is a very serious matter and not something to be ignored.
We are sending the message to Stephen Harper that the Government in Canada is the Canadian Government. It is not Stephen Harper's Government. It is OUR government. My government, your government, Canada's Government, the government of every Canadian.

David Cameron stated that family allowance would not be affected and it was safe under a Conservative administration
George Osborne and David Cameron both denied that they had any plans to raise VAT and that the Labour party was trying to “scare” the electorate (Evening Standard, 2010)
The Conservative party said there would be no major top down reforms of the NHS in this parliament (Lansley, 2009)

Kenneth Clarke has announced the biggest turn around in prison and law and order policy known in the UK. People voted for the Conservative Party to be strong on law and order and to build more prisons. They have announced a closure of 3,000 prison places. fewer people to be sent to prison and declaring that prison does not work and then cutting the police budgets.
George Osborne we now know in recent negotiations tried to water down EU recommendations for regulating the banks. There will be no limitations on bonuses (Monbiot, 2011)
The bonfire of the quangos was more like a child’s sparkler. They failed to understand that many of the quangos actually do something and there is no one else to do it. The restructuring was announced without any research into who will carry out the functions after the restructuring or how much it will cost. It could well cost more than it did before the reforms. The House of Lords, the biggest quango in our country has been bolstered by the Conservative party with a massive new intake to increase support for the coalition. There is no timetable for reform of the upper house.

(二)促请政府制定教育补助法,每年补助每位独中生和独立宗教中学学生最少一千令吉;承认独中统考文凭,让独中生能以统考文凭进入政府大学和申请成为公务员,为国效力;
(三)促请政府拨款予州内5间国民型中学,以改善国民型中学教学基本设备;落实政府答应改制中学的种种承诺,并提供足够的发展拨款;

28. Invergordon Residents Demand a Public Inquiry for the Incinerator 
For over two years the community in and around the Invergordon areas pulled together to fight the proposed Incinerator for our town.
With a community mandate of nearly 4,000 against the incinerator, the community did win and the Highland councillors did as the community said and refused the planning application. But the decision was over turned at appeal by the Reporter Mr Danny Onn.
Thankfully Mr Al-Fayed and his team stepped in and took up the legal challenge against the current Scottish Government. This was won in December 2010 when the current Scottish Government conceded defeat and the Reporters decision was quashed in the Cout of Session.
This means that whilst the Reporters decision was quashed legally, the appellant (Glen Jones) original appeal against the H.C refusing planning permission still stands and another decision will be taken.
This means that we now need to make sure that we get to have our say democratically by ensuring we get a Public Local Inquiry to ensure that there is fairness and transparency for all concerned.

29. AGA demand more AU citizens participation in AUCC Election 
The Africa Union Commission and the Chairman of the Commission is the most important person in the Union. The Commission is currently headed by Dr. Jean Ping who get his mandate in an election in which just 53 citizens of the Union participate. Interestingly, the election is termed democratic. In the AU there are an estimate of 986 million citizens who are technically disenfranchised in this election with any possible excuse.
The AU is not functioning due to a stagnated Commission. The only solution here is to enfranchise more citizens of the 53 member states of the Union to participate in the election of the Chairman of the AUC.
The Assembly of the Union is more than competent enough to serve as a collegial body that will be choosing two chairmanship contenders and their two deputies who will be visiting all the 53 member states to sell and market themselves to the citizens on how they will be going about the common problems of the Union.
Each member state is then expected to conduct election for its citizens and the result submitted to the Union. Each country's vote will be counted as one and the candidate with the majority run the Union for 4 years.
30. Hold a QMSU UGM to change election policy 
With election season coming up, people may or may not have been aware the the Queen Mary and Barts and the London Student Union elections have been merged.
It means as students next month if and when you vote you will have to make a decision to select your choice of 31 different positions. 31.
Do you think that might confuse you. I think it would confuse all of us. What this leads to is misrepresentation and a student body with a less effective voice to fight for your rights and give you the best possible service.
