4. Stop Land into Trust for Cayuga Indian Nation

WHEREAS, the Bureau of Indian Affairs (BIA) has released a Draft Environmental Impact Statement (DEIS) supporting the proposed fee-to-trust conveyance of certain real property owned by the Cayuga Indian Nation (CIN) and located in Cayuga and Seneca Counties in the State of New York; and

WHEREAS, the DEIS acknowledges that the property in question is on "ancestral land" and therefore net en a current reservation, thus the CIN application is being treated improperly as an "on reservation" rather than an "off-reservation" application; and

WHEREAS, the DEIS concludes erroneously that there would be no signiflcant environmental impact if the approximately 125+ subject acres owned by the CIN were taken into federal trust for the use and benefit of the CIN because it fails to address, analyze and consider mitigation of significant negative impacts that will result from such action; and

WHEREAS, taking the subject land into trust weuld render it sovereign territory and therefore exempt from lecal property taxes, special district charges and other fees, thus reducing the revenue of relevant counties, tewns, villages, and schoel, fire, water, and sewer districts; and

WHEREAS, despite the fact that the stated purpose of the CIN application is to foster activities that will result in economic growth for the Nation, the DEIS nevertheless contends incredulously that the CIN has "no plans for further development .on the properties subject te the proposed action;" and

WHEREAS, the DEIS fails to take into consideration the fact that the CIN already owns same 765 additional acres in the Counties and intends to buy mere with the intent of making future trust applications, and allegedly intends to acquire up to 64,015 such acres of ancestral land that the Nation contends would thereby become eligible for trust status;

6. Create Cat Laws in Australia

There are currently NO cat laws in Australia.

Cats a getting out of control.

They destroy our native wildlife, wander the streets, getting into garbage, Breed excessively, fight with other cats, males 'spray' in other people's yards to mark their territory from other cats, even if that person does not own a cat or dog. They run across people's roofs & fight.

They are also a danger to themselves, by running across roads, getting attacked by dogs, getting trapped in small confined spaces or up trees & power poles.

Irresponsible owners allow the cats to wander, fail to have them desexed & quite often own a large number of cats, well in excess of over 2 or 3 cats. When this occurs, the odor of cat urine on the property or neighbouring properties is disgusting & annoying, they fight in neighbours yards, kill birds & other small animals & become a nuisance to everyone.

Cats are not required to be licensed. There are no cat laws for a cat that is constantly noisy or meows a lot or if a cat is mistreated.

The animal laws in Australia are way out of date, far behind & need updating to include cats.

Thousands of cats become strays, are run over on busy roads or are put to sleep every day.

7. No to Inappropriate Redevelopment of St Alphage House in the City of London for JPMorgan

JPMorgan Chase is working in partnership with property development company Hammersons and the City of London Corporation to create a 950,000 sq ft building on a relatively small site in the City of London which immediately adjoins the residential Barbican Estate, home to some 5,000 people, and a Grade II listed building.

If approved, the JP Morgan office block be the largest building in the City and will completely overshadow and wall-in the Eastern side of the Barbican.

Currently the site contains generous open space and public gardens, raised above the ground, with interconnecting pedestrian bridges. These walkways form several access routes to the Barbican, which keep pedestrians away from the noise and hazards of London Wall - a major East-West traffic artery through central London. The proposed scheme will remove these, and create a somewhat smaller park at ground level immediately next to this busy road.

What are currently pleasant and safe pedestrian-only routes will be replaced by busy street-level crossings and streetside pavements. It will close and also build over an ancient city street - Fore Street - creating a large and impermeable block in the heart of the City.

9. (Fans Urge) Warner Home Video To Create Milestone in Television Animation DVD Releases

When the Paramount company released for the first time to a new public Charles Schulz’s well-remembered and beloved “Peanuts” animations on DVD media, they were not able to explore the technology options that were available to them. These include music-only tracks (without dialogue) that could spotlight the imaginative work of composer and jazz pianist, Vince Guaraldi, a highly unique and valuable contributor to American culture, who helped shape this legacy for many generations of viewers and listeners here and abroad, and whose true artistic range traversing traditional jazz to rock and electronic styles from the 1960’s through 1970’s is not yet fully appreciated.

We also call attention to the fact that in the past Fantasy/Concord Music Group, who is the holder for Mr. Guaraldi’s “Peanuts” recordings, was unable to secure original master tapes that could make a satisfactory release of Mr. Guaraldi’s early animation music as a CD (even though an abridged release did eventually come about).

We know, that the search for master tapes for the "Peanuts" shows such as "It's The Great Pumpkin, Charlie Brown" is of high interest to everyone, and we are also of the belief that such materials may be located and secured for use in these new DVD's, if a wide initiative is made by Warner Home Video.

12. Support Atlantic Yards

Atlantic Yards is one of the newest projects in Brooklyn. Looming over the MTA and LIRR's Vanderbuilt rail yards, it is one of the most constructive projects to be done this decade according to atlantic yard.com.

The project of Atlantic Yards' surrounding perimeter is Flatbush avenue, Pacific street, Dean Street, and Vanderbuilt avenue. Which is in the area of Downtown Brooklyn . Atlantic Yards is a 4.2 billion dollar project that includes a sports and entertainment arena that will be home to the basketball team the nets, new buildings for commercial and office space, open space, and a hotel.

Atlantic Yards will solve the problems of insufficient buildings and housing. There is just not enough residential space, such as apartments in downtown Brooklyn. The apartments that do exist have several setbacks such as bad plumbing and heating, broken ceilings cracked walls, and broken windows. New buildings are desperately needed. The unemployment rate is high due to a lack of bussiness in retail according to the "Brooklyn Market Review of Spring 2006", recent developments have been steadily improving Downtown Brooklyn's economy.

The Atlantic Yards project will bring a multitude of economic activity, that will provide many jobs for Downtown Brooklyn. One of the two main sources that will bring jobs into the area are the construction projects and the new NETSb arena.

The four Atlantic Yards communities are seperated by the railyards. The railyards prevents citizens from easily going from one community to the other. The Atlantic Yards project solves this problem by connecting the communities by turning most of the railyards into open- space. Atlantic yards is a project that will create more jobs, set up affordable housing and build new buildings.

The solution to downtown Brooklyn's problems is the Atlantic Yards project. The Atlantic Yards project will create 6,860 homes of mixed income. Of which 4,500 will be rental units. Half of these will be put aside for middle and low income families. This will solve the problem of high rent and lack of housing for people in the Atlantic Yards area. Due to the construction on the Atlantic Yards project new construction job oppurtunities will be available. Forest City Ratner ( an urban real estate company , the head of Atlantic Yards) has promised minority and women owned companies will be the prioritry for hire.

The Construction of Atlantic Yards will create enough jobs to last for ten years. In addition to creating new jobs, Atlantic Yards which will be built over the rail yards will connect the four existing Brooklyn Communities and provide new open space. The new development Atlantic Yards will be a great happenning. Downtown Brooklyn will look cleaner ( without any of the new Brooklyn Buildings that were cracked or broken) and more organized. Building the Nets arena will cause another subway opening , which leads directly to ten subway lines and the LIRR, which will reduce traffic. Also the Atlantic Yards project will fit in nicely with the skyline of existing communities. The economic benefits of the project are 6 billion dollars in tax revenue, new jobs, and greater oppurtunity for bussiness to thrive according to Atlantic Yards .com. Atlantic Yards, by creating millions of jobs, bringing in an arena, putting out plenty of affordable homes, and bringing in revenue will be, according to sports economist andrew Zimbalist Brooklyn's greatest " economic generator".

13. Stop The Mackenzie Pipeline

The Mackenzie Pipeline is a multibillion-dollar pipeline construction project which the federal government and gas companies have planned to transport the billions of cubic metres of oil and gas that have been found in Alaska’s Prudhoe Bay and in Canada’s Mackenzie Delta.

The reasons that this petition opposes the Mackenzie Pipeline are outlined below:

1) The pipeline, which is planned to be built 6 feet above ground, will ruin the migration patterns of elk and caribou meaning they will not be able to get to the right food at the right time causing their population to slowly decline.

2) Building it in the proposed location will destroy one of the worlds last great pristine wildernesses.

3) The Mackenzie Pipeline’s proposed use is to acquire natural gas for vast quantities of natural gas are required in the Alberta oil sands operations. The gas is burned to create steam which is then injected underground to loosen the oil therefore allowing it to be pumped to the surface. The oil sands presently burn around 600 million cubic feet of natural gas a day. In a decade, as oil production doubles, it could rise to 1.2 billion cubic feet, which is about the planned capacity of the Mackenzie pipeline. In other words, the clean gas delivered by the pipeline would be used to create a dirty fuel, oil, which is intended to be burned in cars and SUVs.

Ok, I hate sport I admit it but I feel the BBC makes life hell for anyone like me.

I don't want to ban sport on tv because I understand that it brings joy to millions but I do feel the fact that the BBC cancels everything for sport unfair.

This petition is to try and get the BBC to create a new channel to give people who want ordinary tv a chance to watch just that.

(If you want proof of what I mean look at the World Cup broadcasting and Wimbledon, the whole TV schedule stops just for them)

16. US Mayors Climate Protection Act in San Diego

May 14, 2006

U.S. Climate Protection Act.

Global warming places an urgent threat on our environmental, economic and national security and the public health of our communities.

I'm setting out to get the mayor of San Diego, Jerry Sanders to sign an agreement to reduce green house gas emissions, causing global warming. When federal leadership failed to lead, mayors across the country are rising to the occasion. While 162 countries have ratified the Kyoto Protocol to address global warming, The United States has not.

Seattle Mayor Greg Nickels.. "I got ticked. I was embarrassed that our country didn't sign the Kyoto Protocol, so I committed to do something on behalf of the people of Seattle." That something is the Climate Protection Act. To date, 224 mayors - representing some 43.7 million Americans in 38 states - have joined with Mayor Nickels. Jerry Sanders has not.

The U.S. Mayors Climate Protection Agreement, initiated by Seattle Mayor Greg Nickels, was introduced on February 16, 2005 the same day that the Kyoto Protocol international global warming treaty took effect for participating countries.

The agreement calls for Mayors of our cities to implement carbon dioxide restrictions on a local level, and is quickly gathering support around the country, recently earning the backing of the U.S. Conference of Mayors.

This is the actual Agreement:

The U.S. Mayors Climate Protection Agreement

A. We urge the federal government and state governments to enact policies and programs to meet or beat the Kyoto Protocol target of reducing global warming pollution levels to 7% below 1990 levels by 2012, including efforts to: reduce the United States' dependence on fossil fuels and accelerate the development of clean, economical energy resources and fuel-efficient technologies such as conservation, methan recovery for energy generation, wind and solar energy, fuel cells, efficient motor vehicles, and biofuels;

B. We urge the U.S. Congress to pass the bipartisan Climate Stewardship Act
sponsored by Senators McCain and Lieberman and Representatives Gilchrist and Olver, which would create a flexible, market-based system of tradable allowances among emitting industries; and

C. We will strive to meet or exceed Kyoto Protocol targets for reducing global warming pollution by taking actions in our own operations and communities such as:

1. Inventory global warming emissions in City operations and in the
community, set reduction targets and create an action plan.

2. Adopt and enforce land-use policies that reduce sprawl, preserve open
space, and create compact, walkable urban communities;

3. Promote transportation options such as bicycle trails, commute trip
reduction programs, incentives for car pooling and public transit;

4. Increase the use of clean, alternative energy by, or example, investing in "green tags", advocating for the development of renewable energy resources, and recovering landfill methane for energy production;

5. Make energy efficiency a priority through building code improvements,
retrofitting city facilities with energy efficient lighting and urging
employees to conserve energy and save money;

6. Purchase only Energy Star equipment and appliances for City use;

7. Practice and promote sustainable building practices using the U.S. Green Building Council's LEED program or a similar system;

8. Increase the average fuel efficiency of municipal fleet vehicles; reduce the number of vehicles; launch an employee education program including anti-idling messages; convert diesel vehicles to bio-diesel;

9. Evaluate opportunities to increase pump efficiency in water and
wastewater systems; recover wastewater treatment methane for energy
production;

10. Increase recycling rates in City operations and in the community;

11. Maintain healthy urban forests; promote tree planting to increase shading and to absorb CO2; and

12. Help educate the public, schools, other jurisdictions, professional
associations, business and industry about reducing global warming
pollution.

19. STOP H.R. 1528 !

WHAT'S WRONG WITH H.R. 1528?

Among other things, it:

- Makes the federal sentencing guidelines a system of mandatory minimum sentences through a "Booker-fix" provision.
- Creates new mandatory minimums that further erode judicial discretion.
- Eliminates the safety valve for low-level drug offenders.
- Makes virtually every drug crime committed in urban areas subject to "drug free zone" penalties that carries a five-year mandatory minimum sentence.
- Punishes defendants for the "relevant conduct" of co-conspirators that occurred BEFORE the defendant joined the conspiracy.

As written, H.R. 1528 would:

- Effectively make the federal sentencing guidelines a system of mandatory minimum sentences through a "Booker-fix" provision. This provision forbids judges from departing below the guideline sentence in all but a few cases.

- Make the sale of any quantity of any controlled substance (including anything greater than five grams of marijuana) by a person older than 21 to a person younger than 18 subject to a ten-year federal mandatory minimum sentence.

-Create a new three-year mandatory minimum for parents who witness or learn about drug trafficking activities, targeting or even near their children, if they do not report it to law enforcement authorities within 24 hours and do not provide full assistance investigating, apprehending, and prosecuting the offender.

-Create a new 10-year mandatory minimum sentence for any parent committing a drug trafficking crime in or near the presence of their minor child.

- Mandate life in prison for persons 21 years or older convicted a second time of distributing drugs to a person under 18 or convicted a first time after a felony drug conviction has become final.

- Increase to five years the federal mandatory minimum sentence for the sale of a controlled substance within 1,000 feet of a school, college, public library, drug treatment facility (or any place where drug treatment, including classes, are held), or private or public daycare facilities - in short, almost anywhere in cities across the U.S.

- Eliminate the federal "safety valve," granting it only when the government certifies that the defendant pled guilty to the most serious readily provable offense (the one that carries the longest sentence), and has "done everything possible to assist substantially in the investigation and prosecution of another person," and would prohibit the federal "safety-valve" in cases where drugs were distributed or possessed near a person under 18, where the defendant delayed his or her efforts to provide substantial assistance to the government, or provided false, misleading or incomplete information.

For these reasons, FAMM opposes H.R. 1528.

20. 16th Avenue Noise Attenuation Wall

The primary purpose of the proposed wall at the 16th Avenue interface with the Rosedale community is to provide necessary noise attenuation for the residents who live beside the street, the 6-lane east-west trucking route through Calgary.

It should perform to this standard. Any break in the continuity of the wall is a weak point for noise attenuation.

The City of Calgary tender drawings for the Rosedale interface, on view at the City construction office at 1635 7th St NW, show the wall with breaks, about 15 - 20 ft long, at the end of every street block where there is a remnant lot in the community. The lot is to be redeveloped with an infill house and an alley link. The infill house is intended to function as the continuation of the noise attenuation, across the alley from the break in the wall.

The reason given by the City and its representatives, for providing these breaks, is that it will relieve the visual monotony of a continuous wall. This reason is doubtful given that wall is being designed with such a high level of detail and variation, and with extensive landscaping on the 16th Avenue side.

-The breaks are a weak point in the wall that will allow traffic noise to bleed into the neighbourhood.

-The breaks are a safety hazard. There will be no real barrier to absorb a vehicle from veering off of 16th avenue into the neighbourhood.

-The breaks create confusion on a pedestrian scale. Pedestrians will walk down alleys rather than neighbourhood streets.

The creators of EA/DICE's upcoming game Battlefield 2 have decided that the ranking system can only be used on official EA servers. Australian users will most likley get the blunt end of the stick again, and have to play on laggy US or UK servers.

22. Australian World of Warcraft Server

This petition is made to encourage Blizzard to create at least one Australian or Oceanic Server for World of Warcraft, to accomodate Australian and New Zealand players.

1) This would help to free up some space on the Blackrock and Proudemoore Servers that many Australians populate.

24. Save the NHL 2004-2005 season!

This is a petition asking the owners to:

26. Coal Harbour Petition for Off Leash Dog Park

We are petitioning the City of Vancouver and the Parks Board for an off-leash park in Harbour Green Park (Coal Harbour). In the past three years, more than 15 residential towers have been constructed and occupied in this downtown core. Most of these buildings allow for dogs.

The official charter of the parks board was to have an off-leash area for every community within six blocks of their residence. The nearest one to Coal Harbour is more than seven plus blocks away and currently under review to revoke the off-leash privilege.

However, there has been no city planning or look into shared spaces for an official dog park in Coal Harbour with off leash areas.

We are petitioning for an all-year round, full time off-leash dog area in Harbour Green Park. We would like the area clearly marked as an "Off Leash Dog Park." We do not want the park near any children's park/play areas.

We would like the park area to be clearly signed and defined as a dog-friendly area. The space needs to be adequate to throw balls for the dogs, have a game of chase/tug.

The area currently has many garbage cans for waste and is central to all the new buildings that have been recently occupied. It is a fabulous dog area as it is not surrounded by streets/cars and traffic. It is located on the sea wall. For more than eight months out of the year, the park is empty - only used by die-hard dog owners who are out rain or shine.

Shared space and use of our parks is one of the most beautiful things about Vancouver. We appreciate that some people have fears of dogs (large or small) or worry about their children (or their toys) when dogs are around and by creating a separate and clearly marked space we can ally those concerns.

In many areas across the country, cities like Calgary and Toronto have defined processes and successful off-leash park areas for their dog population. Further, examples in California through to Philadelphia, PA demonstrate that when a group of concerned and responsible dog owners work for a leash free area, additional benefits result for both community and dog owners:
-increased adherence to dog licensing
-increased improvement in picking up after dogs
-increased sense of community, where people meet their neighbours
-happy dogs who have 'free' time to run and play

"...The daily dog walk gives people a chance to exercise, to be out in nature, to meet with others and to create a community. Dog walkers find friends at off-leash parks; they also monitor each other and spread the word about courtesy, clean-up and control. A strong argument in favour of creating off-leash spaces is that availability of legal off-leash areas cuts down on illegal off-leash use, making dog-averse people more comfortable in public spaces because there is less chance of encountering off-leash dogs in unauthorized places." www.caldog.org

General Rules We Propose for the Off-Leash Space:
-Dog feces must be cleaned up
-Dogs must be leashed to and from the off-leash area
-Dogs need to be under voice or hand-signal control
-Dogs showing signs of aggression must be leashed or, removed from the park
-People should carry a leash at all times
-Dogs must be licensed
-Dogs should not interfere with wildlife
-Holes dug by dogs must be filled
-Barking must be monitored and kept to a minimum
-Female dogs in heat are prohibited
-Young children must be closely supervised and accompanied by an adult
-Owners will assume responsibility for their dogs and their actions.

This petition is not only for a dog park but also a commitment of the dog owners to create a clean, safe and fun environment within the determined space.

Please help us create a dedicated space that allows our dogs to have a place to run and enjoy their beautiful city.

28. Reinstate Contests On Neopets

It has come to our attention as "Neopians," that the ability to hold contests has been striped from us with dire consequences to our accounts. Contests encourage competetivity amoung us neopians which in turn helps us offline. These contests can also be seen as a relaxing way to meet new friendly people, and admire other's hard work. Many who have participated in these contests have been frozen and refused when asking for their account back. There are far worse activities going on in the boards than contests and many who participate in those, such as dating, profanity, and scamming, remain untouched. We ask that you please re-instate the ability to hold contests. Below are some requests/alternatives to your contests ban.

1. We believe that you should create a chat board specifically for contests. This will not create spam on the rest of the boards and will help the normal boards to stay on topic.

2. We would like you to reinstate contests in the guilds. Contests are a large part of the guild experience. They promote guild spirit and unity. Without contests, many fewer people are going to be creating/joining guilds.

3. If scamming people/refusing to give winners their prizes is the main issue, then creating contests that offer prizes should be what is banned, not all contests together. We neopians agree that its the contests that are fun. Prizes are offered in less than 15% of all contests anyways. If you choose to reinstate contests, then i know that all neopians will agree to not give or claim to give prizes to the winner(s).

I would like to point out that contests are a drawing factor to users playing neopets. If contests are eliminated, there will be a drop in attendance to neopets.

29. Support the Bubel/Aiken Foundation

The Bubel/Aiken Foundation provides opportunities for individuals with autism and other physical and mental disabilities to participate in programs that are typically only available to those without disabilities. Through grants, youth programs, such as after-school and camping services, will be able to adequately train staff to work with individuals with special needs.

The Foundation also strives create awareness about the diversity of individuals with disabilities and the possibilities inclusion can bring. 30. Petition to eliminate PORN BOTS from Yahoo Chat

I'm sure you all have gotten those annoying messages from BOTS trying to get you to visit their porn sites. And I am VERY sure you along with myself find it extremely annoying to be trying to have a conversation with your friends or family to have it abruptly interrupted by a nasty ad such as "lisahot_weebcomsex87: cum watch me play with my ***** http://sdlhSexxxy.html"

YAHOO obviously has not done anything about this and it seems that the PORN BOT problem is gradually getting worse. I myself timed the breaks between porn ads and the average time was around 7 seconds (depending on room).

Therefore I have decided to start a petition to tell YAHOO that something needs to be done NOW about all of the porn bots flooding the chat rooms. Whether it be a new registration that would make it extremely difficult to make dummy accounts that are used to create these bothersome bots. Or have it to where there would have to be some kind of email conformation in order to create a new user ID.

Never the less, I r_a_v_e_n_859 ask everyone that has ever been annoyed with these bots to sign this peition and tell YAHOO in voice that were sick of this and want action to be taken to remove the graphic ads made by these bots plauging out chat areas.
