Background (Preamble):
I was denied the care for my sick animal. I was informed by every animal hospital, that it is the law that they are not allowed to accept payment plans.
That fund need to be paid in full, at the time the animal is brought in regardless of the cost or financial status of the animal's owner.

We, the undersigned, call on the Secretary of State, or whom this may concern to take action on being able to leave all payments up to the clinic's discretion.
