Background (Preamble):
A taken child should be considered a missing child. There should be better communication avenues between the courts and Law Enforcement when custody has been decided. Due to a lack of communication and a failure to immediately act on the custodial parents complaint. I have not been able to locate my daughter Emily. It has been over 4 months.
I was given custody of Emily after Emily was taken by her mother who as the time had sole custody and me having visitation rights.

Petition:
We are asking for all kids to be put into NCIC (National Crime Information Center) Immediately regardless of the custody status or if custody is changed by court order after the child is taken from the other parent.
