Petition Background (Preamble):

South Sudan communities around the globe condemn Khartoum government under the leadership of Omer El Bashir for its belligerent stance and deceitful narrative on the status of Panthou (Heglig).

Khartoum's deceitful narrative on the status of Panthou (Heglig) has dominated the international debate, and most of the international community seems to have been blindfolded with one side of the story that Panthou belongs to north Sudan.

Panthou is historically known as a South Sudanese territory that has been illegally obtained by Khartoum after oil was discovered in the region in the 70’s and Khartoum changed its name to Heglig.

Although we fully support the calls of the UN Security Council, the African Union, and the UN Secretary-General, amongst others, for an immediate end to all fighting, we urge the international community to refrain from making premature statements about Panthou's status - until demarcation of the disputed 1/1/56 border has been completed.

The 2005 Comprehensive Peace Agreement (CPA) between South Sudan and Sudan government repeatedly and explicitly stipulates that the 1 January, 1956 border, is the definitive border between South Sudan and Sudan.

Petition:

South Sudan Volunteer Initiative (SSVI) and all south Sudanese across the globe, including all peace loving communities are all concerned over renewed clashes between Sudan and South Sudan and condemns Khartoum for its belligerent stance.

SSVI urge the international community to urgently and immediately press the NCP-led government to cease hostilities around Panthou and stop its aerial bombardment of South Sudan territories.

The NCP must be pressed to stop procrastinating and from preventing the Joint Border Verification and Monitoring Mission from coming into operation.

Also, the UN, AU EU, Norway and USA should press for a negotiated settlement between Sudan and South Sudan, under the auspices of AUHIP-led negotiation process, on outstanding issues following South Sudan’s independence on 9 July 2011.

Khartoum should be urged as well to commit to the Agreement for the creation of a Safe Demilitarized Border Zone as well as to stop aerial bombardment deep inside South Sudan.
