Petition Background (Preamble):
In 1999 before South Sydney was excluded from the NRL Premiership, Justin Loomins was a promising winger with lightning speed.
Now that South Sydney has re-entered the NRL competition, the Club is busily signing it playing roster for 2002. As yet, there seems to have been no approach to Justin who has spent the period of South's excile playing in the Queensland Bundy Cup.
