Background (Preamble):
Dr. Saeed Masouri, political prisoner sentenced to life in Rajae Shahr Prison continues to be deprived of leave after serving over one third of his sentence.
Dr. Saeed Masouri was originally sentenced to death for his affiliation with a banned political organization. His sentence was later reduced to a life term. He continues to be deprived of leave [a basic right under the law] although he has served ten years of his prison term. In an interview with HRANA, Masouri’s family stated that they petitioned the court last month regarding the status of his leave, however, Tehran’s prosecutor general Dolatabadi has postponed responding to the request alleging that he is not familiar with Masouri’s file.
Masouri’s mother states that her son was arrested in January of 2001 while entering the country. The Ministry of Intelligence did not inform the family of his arrest until May 2001. In 2002, the revolutionary court sentenced Masouri to death on the charge of being a “mohareb” or waging war against God. Three months later his sentenced was upheld by the court of appeals.
Mr. Masouri is currently being held in section 10 of ward 4 in Rajae Shahr Prison located in the city of Karaj. He has spent most of his sentence in the prisons of Ahvaz and Evin. Before being sent to Rajae Shahr, he spent two years in solitary confinement in ward 209 of Evin prison. Mr. Masouri was transferred to Rajae Shahr prison after his sentence was reduced to life.

To the international community. Dr. Saeed Masouri is a political prisoner sentenced to life in prison, and although he has spent many years in Rajai prison, he is not being allowed to exercise his right to a temporary release.
