Referendum on NUC/NYSC Act against DL/Top Up programs

Petition Background (Preamble):
There has been discrimination against Distance Learning and Top Up students with foreign Degrees (i.e UK, US, Canada, Australia, New Zealand, Singapore, Malaysia etc) in Nigeria by the NUC and NYSC offices despite the equal recognition given to these forms of learning by the host governments of the awarding institutions and other countries of the world.
The obvious discrimination is the refusal of NUC to recognize the Degrees obtained from these modes of study, allow the Degree holders to participate in the NYSC scheme or exempt them from it and ultimately denying them job or political appointments as the law states that only those that have gone through the NYSC scheme can be allowed to apply for jobs in both private and public business. Exemptions are only given to Degree holders who have served in the armed forces or with National Honors.
The laws establishing and guiding the conducts and powers of both the NUC and NYSC as stated in the Nigeria's constitution were made hurriedly by the military government after the civil war and without foresight into the future.
Surprisingly, these information and interpretations are never made public and unsuspecting students are not aware of the fate awaiting them on their return to Nigeria after study and obtaining their certificates. Moreover, more and more students are still going in for these programs without knowledge of the education law of Nigeria. Hence, thousands of young Nigerians with Foreign Top-Up and DL Degrees are frustrated, disappointed and disillusioned after spending thousands of foreign currencies as they can not apply for proper jobs both in government and private establishment.

To this effect, it is imperative that the legislative arm of government amend these existing laws to recognize DL and Top-Up programs
So this is what we can do. We can sign a referendum. Affected persons can show their disagreement with these laws or policy and ask the government to amend it by appending their signatures to a public statement. 50,000 signatures or more are needed.

We, the undersigned, call on the National Assembly (Upper and Lower Chambers) to amend the laws and interpretations of the NUC and NYSC Acts on Foreign Degrees, to recognize and accord same status to Distance Learning and Top Up Degree graduates of foreign universities just as Full Time Degree graduates of foreign universities.
