Background (Preamble):
Only 13 prisoners, who have been called a threat to society, were executed in the 30 years we have had Capital Punishment. There are still 649 more "Threats" that need to get the punishment they deserve. One may believe that Capital Punishment is a good deterrent to crime. It helps to threaten law-breakers from commiting heinous crimes. The courts must shorten the appeals process by making it more efficient in dealing with the inmates on death row.

The Federal Appeals Court process needs to be swift and more efficient in dealing with inmates on death row, therefore the courts must shorten the appeals process.
