Petition Background (Preamble):
Jimmy Kinslow, an inmate at the Menard Correctional Center, Illinois, is serving a life sentence. He suffers from Hepatitis C and is currently being denied the medical treatment he needs. He is very sick and without this treatment he will die.
According to the Body of Principles for the Protection of All Persons under Any Form of Detention or Imprisonment, under Principle 24 A proper medical examination shall be offered to a detained or imprisoned person as promptly as possible after his admission to the place of detention or imprisonment, and thereafter medical care and treatment shall be provided whenever necessary. This care and treatment shall be provided free of charge.
The Basic Principles for the Treatment of Prisoners, Article 9 states : Prisoners shall have access to the health services available in the country without discrimination on the grounds of their legal situation.
The Illinois Department of Corrections are in breach of BOTH of these fundamental Human Rights.
