Background (Preamble):
On 10 December 2009, it was announced that Russia and Georgia and Armenia and Azerbaijan could not play against each other in the EURO 2012 qualifiers due to political issues.
However, rather than restricting these teams, instead the teams must play on neutral ground with tight security and possibly limited attendances. This may be a better alternative than separating the teams.
