Le bilinguisme est une valeur fondamentale de Dieppe et du Nouveau-Brunswick. Sans réglementation, les affiches commerciales de Dieppe demeurent en grande majorité unilingues anglaises. Obliger l'utilisation du français favorise le bilinguisme et l'égalité des deux langues officielles.
