Background (Preamble):
Singapore has the highest execution rate per capita in the world. The death penalty is employed for drug, weapon and murder offences.
For many offences, the death penalty is mandatory, without the opportunity for the presiding judge to take into account any mitigating circumstances. This is a clear breach of the fundamental right to life.
Capital punishment is wrong.
